    1. The new system reform encourages, guides and supports the transformation of small bale cotton production enterprises in the cotton region from the policy; In the instrumented public inspection, the inspection indicators of large bales of cotton are optimized to make the inspection results more practical in terms of production and trade, and more in line with market demand and laws. When the market adaptability of small bale cotton decreases and the production and management costs rise, small bale cotton enterprises will actively participate in the new system reform.

The fiber inspection departments of all provinces and cities regularly organize training for relevant personnel of cotton processing enterprises and textile cotton enterprises in the reform of the new cotton inspection system, publicize the successful experience of the new system, and clarify the responsibilities of all parties in the operation of the new system; 2. The provincial and municipal fiber inspection departments organize cotton textile enterprises to learn the training of computer science cotton blending, such as how to use the cotton blending program configured by HVI for cotton blending.
