The form and scale of cashmere enterprises in the Inner Mongolia Autonomous Region can be divided into three categories, one is carding.

Weaving, finishing and finishing in a large integrated enterprise, accounting for about 5% of the total.
Such enterprises have advanced quality inspection equipment and professional technicians, and have perfect quality inspection procedures and systems, and the quality of products is stable.
Two, there is no carding equipment, and it is necessary to buy small sized enterprises of self woven, woven and collated carpets.
Such enterprises have their own registered trademarks, generally have simple inspection equipment and personnel, only one or several quality indicators can be inspected, and the overall quality of products can not be comprehensively checked, and the quality control ability of products is poor.
The three is only small businesses with weaving equipment or workshop type self-employed enterprises.
Although there are also registered trademarks, such enterprises are small in scale and numerous in quantity, usually in the process of spinning or buying yarn directly, and only carry out the final production of the products.
Such enterprises do not have their own quality inspectors and inspection equipment, and do not carry out inspection of raw materials and yarns purchased.
Business address is not fixed, there are orders for opening processing, no order, shut down and stop production, strong avoidance, supervision is difficult.
These enterprises account for about 60% of the processing enterprises and cause great hidden danger to the quality of products.
Quality status of cashmere products
The quality of cashmere products and famous brand cashmere products of large and medium-sized enterprises in the Inner Mongolia Autonomous Region is relatively stable, and the quality of products and OEM products of small businesses is uneven.
In the fourth quarter of 2011, the national Plush quality supervision and inspection center, located in Inner Mongolia Fiber Inspection Bureau, supervised 27 batches of cashmere sweaters in the autonomous region, with a pass rate of 96.3%.
In the first quarter of 2012, a total of 30 batches of the Inner Mongolia Autonomous Region cashmere sweaters were selected for quality supervision and inspection, with a pass rate of 100%.
The two supervision and spot checks are mainly aimed at small and medium-sized enterprises with relatively long fixed addresses.
During the new year's day and Spring Festival in 2012, the Inner Mongolia Fiber Inspection Bureau launched the second campaign of law enforcement against counterfeiting and "sword". It mainly focused on cashmere products with suspected quality problems in small businesses and individual distribution departments in the market. The focus was on sampling of cashmere trousers.
A total of 40 batches of cashmere sweaters and trousers were selected, and 1 batches of qualified products, with a pass rate of 2.5%, of which only 17.1% of the physical quality was qualified.
The main items of unqualified items are fiber content, followed by pH value, color fastness, strength and marking.
Analysis of the reasons for the disqualification of cashmere products
(1) small and medium-sized enterprises are weak in technological strength and artificially adulterate.
1. in recent years, the price of cashmere has risen sharply, especially in the past two years, the cost of production has risen, and the cost of sales has increased, especially the increase of labor costs.
Large enterprises can solve these factors through various channels and channels, and also rely on brand advantages to raise prices appropriately.
However, some small businesses have poor market competitiveness and can only compete on the market by price advantage. They will inevitably make an effort to reduce the cost of products, pursue the profit and profit space, artificially mix the wool, the fleece, the wool, the lamb, the decolorized yak or chemical fiber in the cashmere raw materials and products.
2. small and medium-sized enterprises, because there is no formal inspection equipment and professional inspectors, can only choose raw materials by experience and sense organs. They can not check the quality of raw materials and do not send professional inspection departments for testing, resulting in runaway quality of products and low qualification rate.
3. enterprise management and production control are lax, can not grasp and understand the content of the standard in time. The management and technical personnel quality of small enterprises is low, the technical and operational ability is not strong, the dyes and auxiliaries used are not properly selected, and the technological process and technological parameters are not properly controlled.

First, only by one-year supervision and spot checks, the spot checks of production enterprises can not explain the overall quality level of cashmere products.
The two is the lack of unified leadership and management. The district's administrative law enforcement and quality control of cashmere products are different from each other. Local law enforcement and inspection personnel are not familiar with the law, the understanding of standards is different, the inspection methods are not accurate, and the effectiveness of quality supervision and quality inspection has not been brought into full play.
2. fiber quality inspection items are cumbersome, complex, professional and technically demanding. Especially with the continuous introduction of new products in the progress of science and technology, the requirements for inspection of fibers and products are getting higher and higher.
The ever-changing methods of counterfeiting and the hi-tech of counterfeiting means make it difficult to identify cashmere, and pose a new challenge to the technology of cashmere inspection.
Measures and suggestions
In view of the current production and quality problems of many cashmere enterprises in the Inner Mongolia Autonomous Region, measures should be taken immediately to formulate feasible supervision methods, standardize the market of cashmere products in the autonomous region, and crack down on all adulteration and fraud.
First, strengthen the organization and leadership of the quality supervision of cashmere products in the whole region.
It is suggested that the Inner Mongolia Fiber Inspection Bureau take the lead in arranging and organizing the quality supervision and quality inspection of cashmere products in the whole region.
In particular, we should strengthen supervision over the areas of circulation and areas where production and sales are concentrated.
We should increase the frequency and coverage of supervision and spot check so as to improve the effectiveness and pertinence of the work.
According to the problems reflected in the current law enforcement, we should intensify the supervision and spot check of fiber materials and prevent the occurrence of fake behavior from the source.
Two is to strengthen the inspection of cashmere products.
We should increase the investment in cashmere inspection, strengthen the research on identification methods of cashmere adulteration, and improve the effectiveness of technical support for law enforcement.
The three is to strengthen the public inspection system of cashmere and its products.
The Inner Mongolia Autonomous Region has vast territory, scattered manufacturing enterprises, wide market and many sales outlets. To fully grasp the status and quality of cashmere products manufacturing enterprises, we need to invest a lot of manpower, material and financial resources, and we need more support and funding from the higher authorities.
It is hoped that cashmere products will be included in the budget as cashmere public inspection and cashmere storage.
In 2004 and 2009, we carried out cashmere fair inspection and cashmere storage and inspection for large cashmere enterprises respectively, which ensured the quality of raw materials of these enterprises.
The four is to strengthen the supervision of small businesses and circulation areas.
Because of the poor quality of cashmere products, they are mostly small enterprises or small workshop production. Their fluidity is large, the address is not fixed and relatively hidden, and it is generally difficult to find. It is not suitable for spot checks of production enterprises. It can not represent the overall quality of cashmere products sold in the market. It must penetrate the circulation field to truly grasp first-hand information, so as to objectively and truly reflect the overall situation of cashmere products.
Five is to strengthen the tracking management of inspection reports.
Because the performance of cashmere products is different from other products, it has no expiration date and no expiration date. The product has no production date at the time of sale.
Because of the difference in batches, styles and colors, many products cause many varieties. Many enterprises, in order to save costs, produce a report or a report on various products repeatedly, or use the report to make a difference, which weakens the inspection and inspection reports, and even makes the inspection report a shield or umbrella. Therefore, it is necessary to track the consistency and effectiveness of the reports and products.
The six is to intensify law enforcement.
The ultimate goal of counterfeiting is economic interest, the constantly changing means of counterfeiting, the hi-tech of counterfeiting technology, and the increasingly rampant and repeated beating of counterfeiting activities. The main reason is the low cost of counterfeiting, and the large price gap between the profiters and the counterfeiting.
Therefore, we must severely crack down on counterfeit and shoddy products and increase penalties.
