Special Agreement On Wage Increase In Shanghai Signed In Jinshan District Textile Industry

The industry signed a special agreement on wage growth during the workers' Congress, laying down provisions concerning wage growth, welfare benefits and other issues involving workers' interests, covering 30 thousand workers in 153 textile enterprises in the region.
It is reported that this special agreement is the first outcome of the new model of "hearing first, after consultation and re signing".

The chairman of the trade union Li Yuanzhao said that in order to enhance the participation of the front-line workers and the scientific nature of the consultation process and make the collective consultation fully express the wishes of the workers, the trade union after investigation and feasibility analysis put forward the idea and operation procedure of establishing a regional trade union collective bargaining system for the front-line staff hearing, namely, to refer the wage consultation as the core agenda of the workers' Congress, and to take advantage of the opportunity of all representatives of the workers' Congress to participate in the negotiations before participating in the hearings before consultation.
The negotiation mode of "first hearing, post negotiation and re signing" is formed.
Because this mode has played the main role of workers and staff members, Jinshan textile industry's fresh wage growth special agreement has fully reflected the wishes of workers in the industry's minimum wage standards, summer high temperature fees, and staff health examination.
The agreement stipulates that the minimum wage standard of Jinshan textile industry has been raised on the basis of the minimum wage standard of 1450 yuan in the city, raising the rate of not less than 5% yuan, that is, 1530 yuan. The minimum wage standard of each enterprise must not be lower than the minimum wage standard of the industry; the ratio of the basic wage to the minimum wage standard can not exceed 10% of the total number of workers.

According to the minimum wage standard of the industry and the actual situation of different jobs in the enterprise, the enterprises should negotiate with the trade union to determine the specific labor hour quota standard. If the worker completes the work quota within the statutory working hours and overfulfil the labor quota or overtime, the enterprise should settle the wages according to the working hours norm and pay the wages reward.
At the same time, the high temperature payment is also included in the special agreement.
The agreement stipulates that during the annual high temperature period, if the enterprise can not reduce the temperature of the workplace to below 33 degrees Celsius, the monthly high temperature allowance should be paid to employees not less than 200 yuan per month.
Employees' physical examination every two years and the annual gynecological examination of female workers are also included in the agreement.
The new negotiation mode is not only welcomed by employees, but also endorsed by business operators.
Gao Linhua, chairman of Shanghai Jiale Limited by Share Ltd and President of the Jinshan District textile and Garment Association, said that it is necessary to raise the wages of workers every year, but the rate and speed of growth must fit in with the actual development of enterprises. This requires collective bargaining, and the hearing adds a channel to communicate with workers.
