The 12th Five Year Plan for domestic trade, which was finalized last year, was finally released recently after soliciting the opinions of relevant ministries and commissions.

This plan proposes to accelerate the formation of commercial functional areas including the bohai sea , Yangtze River Delta, Pearl River Delta, Central Plains, the middle reaches of the Yangtze River, Chengdu Chongqing, Guanzhong Tianshui, Yunnan Guizhou Guangxi, Gansu, Ningxia and Qinghai, Xinjiang and Harbin Changchun.
In the opinion of Song Ze, a domestic trade expert from the Ministry of Commerce and director of the Circulation Industry Research Office of the Institute of Financial Strategy of the Chinese Academy of Social Sciences, the construction of commercial functional areas is the biggest highlight of the plan.
The construction of business functional zones around Bohai Sea, Yangtze River Delta and Pearl River Delta located in the southeast coast will vigorously develop modern service industry and further strengthen the position of trade center and the function of consumption agglomeration.
Promote the construction of the Central Plains, the middle reaches of the Yangtze River, Chengdu Chongqing, Guanzhong Tianshui commercial functional zones, strengthen the position of modern logistics base and circulation hub for commodities, especially agricultural products, and improve the functions of commodity distribution and consumption agglomeration.
The construction of commercial functional zones in Yunnan, Guizhou, Guangxi, Gansu, Ningxia, Qinghai and Xinjiang in western China mainly supports the development of featured commodity circulation, ethnic trade and border trade, and enhances the function of commodity distribution and market guarantee.
Hachang Commercial Functional Zone is the only functional zone in the north. It aims to locate important commodity circulation and professional service industries such as grain, and enhance the function of commodity distribution and the ability to serve the industry.

The Ministry of Commerce has recently issued a document to fully understand the development status of the commercial and trade functional zones nationwide.
The main target of the inquiry is the business district with an annual turnover of more than 100 million yuan, with wholesale trading, wholesale and retail operations, logistics and distribution as the core functions, and commodity display, information services, financial settlement as the auxiliary functions.
According to the data of the Ministry of Commerce, there were 4940 commodity trading markets with a trading volume of 7.3 trillion yuan in 2010.
In terms of finance, taxation and policy support, the plan also proposes that the base price of land for agricultural wholesale market can be determined by referring to the land price level of industrial land market, the benchmark land price of industrial land in the region and the lowest price standard of industrial land.
The Ministry of Finance also issued a notice to temporarily exempt the house property tax and urban land use tax on the house property and land used in the farmers' market.
Domestic trade expands domestic demand
In the current situation of shrinking external demand, further increasing the proportion of domestic trade can help processing trade enterprises cope with the crisis and promote consumption.
As early as at the 2010 National Conference on Commerce, Chen Deming, Minister of Commerce, when introducing the general idea of business development during the "12th Five Year Plan", emphasized that both import and export should be emphasized - while stabilizing export growth, maintaining and expanding international market share, more attention should be paid to expanding imports, and import should play an important role in macroeconomic balance and structural adjustment.
According to the data from the National Bureau of Statistics, from January to August this year, the total retail sales of consumer goods, excluding price factors, grew by 11.4% in real terms, driving China's economic growth together with fixed asset investment.
Limited by the foreign market, the growth space of foreign trade is limited. It is difficult to achieve the goal of 10% growth in foreign trade this year. If the domestic trade market under multiple management can break the barriers in domestic demand, the effect of stimulating consumption will be more obvious.
In order to strengthen domestic trade work, the Ministry of Commerce completed the re planning and setting of domestic trade institutions and responsibilities in the first half of 2011.
After the adjustment, the original four domestic trade departments and bureaus were reclassified into businesses similar to the original Service Trade Department and the original Information Technology Department, so that the number of business departments and bureaus directly related to domestic trade work increased to six, becoming the largest group of business departments and bureaus, and the original Trade Service Management Department was renamed as the Circulation Industry Development Department, and the original Market Operation Regulation Department was renamed as the Market Operation and Consumption Promotion Department.
The newly determined responsibilities of the six domestic trade departments and bureaus have respectively strengthened the focus of domestic trade work, such as market system construction, circulation industry development, market operation and consumption promotion, market order, service industry development, e-commerce, and highlighted the macro and promoting nature of domestic trade work.
Chen Deming also wrote an article saying that domestic trade has become an important "starting point" for expanding consumption demand, and asked the Ministry of Commerce to further strengthen domestic trade work, especially to fully reflect the integration of domestic and foreign trade in institutional settings, so as to achieve the overall management of domestic and foreign markets
