The buyer shall record the corresponding pport company, vehicle and arrival time after the cotton is pported to the enterprise.

Seventh use of cotton reserves.

Purchasers should set up the relevant accounts for purchase and production of stored cotton, and keep them for a year for reference.

Within 10 days after the end of the use of the cotton reserve, the purchaser will report to the Cotton Spinning Association about the purchase, pportation, use and other related documents, and the Cotton Spinning Association will be examined and confirmed by the Cotton Spinning Association, the central storage cotton company (the pick up pportation section) and the trading market (purchase link).

The Cotton Spinning Association shall take the lead in organizing the relevant units to conduct spot checks on the purchasers' declarations, and focus on spot checks of the textile enterprises with cotton processing plants.

The central storage cotton company and its storage and storage bank must strictly examine the purchase code for seed cotton purchase and processing of processing enterprises. Illegal enterprises should be blacklisted.

For textile enterprises, the deposit should be deducted, and the qualification of the enterprise to purchase the reserve cotton and the import quota of cotton will be abolished for life.

For cotton processing enterprises participating in the "turn around cotton" storage and storage, except for financial penalties, they will cancel the storage qualification for life and ask the relevant qualification departments to cancel their cotton processing qualification.

Those involved in crimes will be pferred to the judiciary for investigation.

The division, the trading market and the central storage cotton company are respectively responsible for the division of responsibilities.
