Swedish Chemicals Authority Recommends Revision Of EU'S Name And Regulation On Textile Fibers

< p > the Swedish chemical administration submitted a report to the Swedish government in early summer this year, and proposed to amend the EU 1007/2011 regulation on < a target= "_blank" href= "http://www.91se91.com/" > textile > /a > fiber names and related labels.

In December 2012, the Swedish government asked the board to formulate recommendations and principles to improve the EU's regulations on hazardous substances contained in < a href= "http://www.91se91.com/news/index_c.asp" > textiles > /a >.

    < /p >

< p > the main research objectives of the Swedish government are: < /p >

< p > * put forward a unified regulation at the EU level to effectively lock the target and target the dangerous chemicals contained in the textile market in the EU market, regardless of the origin of these textiles; < /p >

< p > * limiting the composition of dangerous chemicals contained in textile products for consumer use, and the first step is to set targets for substances that are classified as carcinogenic, mutagenic or harmful to reproductive capacity (CMR), lead to endocrine disorders, harmful to the environment, and dangerous to aquatic environment, and are classified as respiratory and skin sensitizing substances; < /p >

< p > * to formulate a regulation that can be implemented and managed by all parties concerned.

    < /p >

< p > regulation No. 1007/2011 of the European Union on textile fiber names and related labels stipulates the marking and labelling requirements for all textiles supplied in the EU market.

The regulation also introduces new regulations to specify that if textile products contain non textile parts of animal origin (such as < a target= "_blank" href= "http://www.91se91.com/" > leather < /a >), the labels must contain specific words (regulations for details, please refer to "EU Business Express" 2011 twenty-second).

    < /p >

< p > after evaluating the regulatory options based on the above objectives, the Swedish chemical authority concluded in its report that the best regulatory measure should be to expand the scope of the EU regulation No. 1007/2011 on textile fiber names and related labelling so as to limit the chemical composition contained in textiles.

It is particularly noteworthy that the EU regulation is applicable to all textile products. If the Swedish proposal for chemicals restrictions to be included in the regulation is accepted by the European Commission, the effect on economic operators may be far-reaching.

    < /p >

< p > other options that have been considered include the regulation of the existing REACH regulations, the formulation of new textile specific regulations on the basis of the CE standards, and the collection of "a target=" _blank "href=" http://www.91se91.com/ "> clothing > /a > and a href=" /a ".

    < /p >

< p > the Swedish chemicals authority said that the revision of EU regulation No. 1007/2011 is the most effective way to avoid the long and complex process of formulating new regulations.

Most of the existing regulations remain unchanged. Only by simply extending the scope of products covered by the regulations and adding new terms, do not allow textiles containing dangerous substances to be put into the EU market.

On the other hand, the board said that the REACH regulations were not intended to monitor the chemical composition of products that were not chemicals themselves. If the regulations were regulated, the restriction procedures would be very labor intensive.

    < /p >

< p > introducing environmental taxes, the board has said in the past that it has drafted a domestic framework proposal to levy taxes on consumer products containing certain types of chemicals. The first step is to levy taxes on clothing and < a target= "_blank" href= "http://www.91se91.com/" > shoes < /a >.

The bureau points out that not only clothing, this method can also be used for all kinds of textiles, such as firefighter clothing or furniture textiles, from the perspective of danger and / or risk.

However, the Council now points out that the environmental tax is only one of the options at the national level. In any case, market participants may choose to pay taxes instead of reducing the chemical composition contained in textile products.

Therefore, this method will not impose strict restrictions on the use of dangerous chemicals in textiles, so it will not be further evaluated in this study.

Nevertheless, it stressed that the Levy of environmental taxes on textiles is still an option for Sweden.

    < /p >

< p > the Swedish chemical Administration recommended in its recommendations that hazardous chemicals should be supervised at 3 different levels: < a href= > http://www.91se91.com > textile products > /a >: (I) regulation without exemption; (II) Regulation of limited immunity, and (III) procedures for inclusion in other substances or substances and reducing their maximum allowable content levels.

    < /p >

< p > specific recommendations of the Bureau prohibit textile products containing substances that are carcinogenic, mutagenic or harmful to reproduction, or harmful to the environment.

It is also suggested that textile clothing should be banned if it contains chemicals that are sensitive to respiratory and skin sensitization.

Lastly, the board recommended that a list of waiver of performance be included in the case, without further explanation of the scope of the waiver.

    < /p >

P EU legislators are likely to be deeply interested in the report of the Swedish chemicals authority.

If this is indeed the case, the European Commission may eventually impose restrictions on the products in line with the same route recommended by the Council, within the scope of the European Union.
