Good morning, everyone. It's a great honor to come to Beijing Institute Of Fashion Technology again to attend this conference. Last year, we set up a technical alliance here. We held a special meeting this year at Beijing Institute Of Fashion Technology's annual science and Technology Fashion Festival. The successful convening of the forum shows that we are attracting more and more attention to the problem of waste textiles. Not only schools attach importance to, associations attach importance to, enterprises attach importance to, media attach importance to, this atmosphere is very good. I feel very relieved.

I would like to talk about some points here. First of all, this topic is very important. Why do we say so? The textile and garment industry is a traditional pillar industry in our country. It has a long history and has always been full of vitality and vitality today. After entering the new century, our country has entered the WTO era and ushered in the economic globalization, the rapid growth of the national economy and the huge domestic demand. This industry has ushered in the golden growth period of ten years, that is, 02 to 11 years. These ten years are the most brilliant period in the development of China's textile industry, and have achieved unprecedented achievements in terms of total volume, structure, technology, brand, efficiency and so on. However, since the financial crisis, with the continuous growth of the financial crisis, China's textile industry has entered a period of marked slowdown in economic growth from the end of 11 to the beginning of 12. The international market is stagnant. The debt of Europe and the United States has affected exports. The domestic economy is in a state of slowing down, coupled with the pressure of labor, resources, environmental costs, etc., making our industry enter a period of deep adjustment. Ten years of gold growth has come to a curtain call, and has entered a period of deep adjustment. What is the depth of adjustment? What are the structures? A series of structures: market structure, regional industrial structure, enterprise organizational structure, technological structure, and raw material structure. At present, the fiber material structure of our industry is generally 70% chemical fiber and 30% natural fiber. Natural fiber is cotton wool and linen yarn. Cotton is a big head. It accounts for 90% days. However, compared with the processing capacity of our fibers, there is a big gap between the supply of these fibers and the fiber supply. 30% of cotton is imported annually, and 70% of wool is imported. Many of the raw materials of chemical fiber need to be imported. The shortage of raw materials is a reality, and there is an urgent need to develop new sources of fiber materials. Here we think of waste textiles. On the one hand, we are short of raw materials. On the other hand, the utilization of waste textiles is far from enough, forming a great contrast. This poses a severe and challenging task for us to adjust the raw material structure. It is very important that we hold this meeting today to solve a major problem of how to make waste textiles become a new resource. Textile is the industry from fiber to finished products, without raw materials, there is no way to talk about industrial development.

We now advocate resource conservation, environmental friendliness and the development of a recycling economy. This is a strategic move for us to change the way of development. Now we have tremendous pressure on resources and environment. The shortage of raw materials has been placed before us. How to make idle and unused resources become our resources needs our attention. This problem can not be solved, and the sustainable development of the textile industry will be a problem. Therefore, we can not understand the use of waste textiles in the depth adjustment of industries, the development of circular economy and the transformation of the development mode. High priority is the first point.

Next, how can we do this job? If the industry is well done, it will become a new industry. From waste recovery, recycling and reuse to the last use and consumption. If this chain can be opened up in China and form a certain scale, this is a huge industry. Fiber consumption is about 45000000 tons per year, and part of it is wasted and old every year. The concept of waste is some leftovers in the process of production. How to make use of it is that the old two products, which have already entered the consumption field and are consumed by people, such as fiber products, textile products and clothing, can be returned to the industrial chain if they can go back to the industrial chain.

This requires us to do well in every aspect.

The first is the recycling system. Now our system is relatively fragmented, not very complete. There are residential areas, recycling companies, civil affairs systems and army systems. These points play different roles from different angles, but their coverage is limited. In addition, waste textiles relate to safety problems, health and environmental protection problems, and there is also an admittance and qualification management on the threshold. These problems have not been well resolved. Resources are going into our field of production. How to transform these waste textiles and garments into resources? There are many technical problems, equipment problems, technological problems and so on. Some of them are still under development. Some of our enterprises have done well. Fu run and Dafa have begun to explore some of them. Some of them have formed a certain scale. But whether the regenerated fibers can achieve the problems of the structure and strength of the original fibers, the separation of the blended fibers and the problem of decolorization, there are still many technical obstacles in front of us, which will affect our process of recycling the waste textiles. Follow up is the product, how to produce products and products from waste textiles. There are both problems of development in the field, and problems of added value and high value utilization. If it is not used in high value, the cost of "one go back" is very high. If it can not be used at high value, the enterprise will not digest it. This cycle will inevitably be interrupted, so there are still many shortcomings in high value utilization and continuous development of new application fields. Finally, the development of the consumer market and the advocation of the consumption of recycled textiles and clothing and the social atmosphere. I remember going to Japan once, and speaking before a Japanese industry leader, he introduced the suit he was wearing. He said, "how many bottles of coke I have used in my suit, I made it from recycled yarn and felt the same as the ordinary woolen suit. Why did he say so? It is to let everyone know that my industry leader is wearing recycled fiber suits and uniforms to show the help of this industry." After he finished speaking, everyone was shocked, so in the future, if there is any way, let our national leaders wear such a body. clothes It can promote the utilization of waste textiles. It is necessary to form atmosphere and advocation in the consumption link. Social fashion plays an important role in promoting the development of our industry from the terminal. There are a lot of work to do in these four links. We have a long way to go. Of course, we need to work together to do this work well. The government must give us some guidance and policies. This is related to the implementation and implementation of the national strategy of resource conservation and environmental friendliness in our industry. We especially hope that the relevant ministries and commissions such as the NDRC, the Ministry of environmental protection and the Ministry of industry and commerce can introduce various policies to encourage development, and even consider setting up a fund. There is a policy and financial support for the solution to all aspects of our industry, even if 42 points of a thousand jin are allowed, at least a guide. The second is that our enterprises, enterprises are absolutely the main body, how to make use of them and how to make them become products. All these processes happen in our enterprises and enterprises. Their hardships, efforts, setbacks and wisdom are able to withstand all kinds of tests. This is not a smooth job for Fu run, but we must stick to it, because the industry has both the national strategy and the responsibilities of the industry, and the prospects for the development of the enterprise are in it. The third is that our institutions of higher learning and research institutes are the cutting edge of technological development, the cooperative relationship between production and learning, effective combination and collision, and the transformation of knowledge and research into productive forces, and the dedication of real industrial products to the industry and dedication to society. The fourth is the industry. As an intermediary, the industry organizations should strengthen cooperation and play a role of the platform, making things practical and thorough, so that enterprises feel that this platform can be useful for the development of enterprises. Next, we will speed up our research and do some real work, such as responding to the government's response, talking about the needs of enterprises, calling for policies, doing well in services, and businesses that they can not do by themselves. Finally, the media must be encouraged by any progress made by the industry, giving full play to the media's role in spreading, encouraging and appealing, promoting positive energy and gaining the recognition of the whole society. There will be a good atmosphere in the field of circular economy and recycling and utilization of waste textiles. So that our cause can advance and finally succeed.
