Zhou Xueming believes that after the abolition of the global textile quotas in 2009, more than 2000 production clothing enterprises in Ningbo will also face many difficulties. For example, the price of trade negotiations is becoming more and more pparent, and the relatively low price of textile and clothing may become the "guiding price" of the international market; the anti-dumping, special safeguard clauses and "green barriers" of the United States and the European Union will still be entangled, and clothing export still has "hidden reefs". Facing the oppression of foreign countries, the competition pressure of China's garment industry will increase, especially in the global financial crisis, to change the current unfavorable situation, and the garment industry is eager to take off two times.

In comparison with Anhui, Jiangxi, Henan, Sichuan and other regions in the Midwest, Hebei Baoding, as an important city in the Bohai economic circle, is the forefront of the third growth pole of China's economy, which has the advantage of resource cost.

Compared with the less developed areas in the central and western regions, Baoding has the advantages of market and location.

Meng Xiangwei told reporters after the meeting that the pfer of production capacity in coastal areas is not to pfer surplus and backward equipment to the central and western regions, but rather to pfer industrial upgrading, which is in line with the direction of policy encouragement and support in the context of western development and the rise of central China.
