The policy points out that this year, the primary direction of the Association's work in 2014 is to strengthen research, do a good job in the mid and late evaluation of the "12th Five Year Plan" and lay the foundation for the formulation of the "13th Five Year Plan". As for the implementation steps of the research, the Association should first establish an industry research working group to ensure the solid and effective development of the research from the organizational structure and personnel; Secondly, based on the professional committees, research topics in their respective fields are proposed and implemented. Thirdly, we will thoroughly understand and objectively evaluate the implementation progress of the "12th Five Year Plan", study and put forward the countermeasures and suggestions for promoting the implementation of the plan in the later period of the "12th Five Year Plan" and the planning ideas for 2020 in combination with new situations at home and abroad, and lay the foundation for the formulation of the "13th Five Year Plan".

Secondly, the Association should strengthen communication with government departments and give full play to its role as a bridge. The Association will, on the basis of various professional committees, put forward major issues that the industry urgently needs to communicate with the government departments to solve, and strengthen the contact with the government in a timely and effective manner. Focusing on tanning, fur and other industries, we will focus on the establishment of the sunshine trade channel, the lowering of the import tariff for fur and leather raw materials, the adjustment of processing trade policies, and the regulation of raw leather import, and strive to make breakthroughs.

Third, do a good job in undertaking government purchase projects. The Association will actively do a good job in the projects purchased or entrusted by the Ministry of Industry and Information Technology, the Ministry of Environmental Protection, the General Administration of Customs, the State Forestry Administration and other government departments, as well as the International Fur Association and other industrial organizations, so as to enhance the service ability and strength of the Association.

Fourth, strengthen standardization construction. Coordinate with relevant government departments, combine environmental protection verification with raw hides import qualification, credit, etc., and use market-oriented means to enhance the authority and effectiveness of verification. We will clean up a number of leather label enterprises that do not hang labels or participate in activities all year round to ensure the advancement and effectiveness of the team.
