In order to implement the spirit of the 2013 Symposium on logistics work held by the State Council in 2013 and the spirit of the long term plan for the development of the logistics industry approved by the Executive Council of the State Council in June 2014, we should promote the development of trade logistics, reduce the cost of logistics, guide enterprises to become bigger and stronger, improve the service system, better protect the supply and support the steady growth of the national economy.

First, attach great importance to trade logistics.

Trade logistics refers to the logistics service activities related to wholesale, retail, accommodation, catering, residential services and other import and export trade related services. It is a relatively big link in the whole logistics process. The application of new technology and the innovation of business models are the most concentrated. As an important part of modern logistics, it is directly related to the smooth operation of the circulation of means of production and the circulation of living materials.

To promote the development of trade logistics is conducive to reducing logistics costs and improving logistics efficiency, enabling goods to flow freely and prospering the market, improving traffic and environmental conditions, promoting healthy development of urbanization, promoting the competitiveness of circulation industry and giving full play to its basic and leading role in national economy.

In recent years, with the joint efforts of the competent commercial departments at all levels, the business logistics system has been gradually formed, and the level of informatization and modernization has been significantly improved, and the service functions have been continuously expanded. A number of business logistics enterprises with advanced business models and strong supply chain integration capabilities have emerged.

But on the whole, the problems of small, scattered, chaotic, specialized, socialized, standardized level, high operating cost and low efficiency have not been fundamentally reversed, and there is still a big gap between the business and the international advanced level.

The competent commercial departments at all levels should attach great importance to the development of Commerce and logistics, conscientiously implement the spirit of the Symposium on logistics work of some cities under the State Council, carry out in-depth and solid work, and strive to make trade logistics a breakthrough in the "step up" of domestic trade.

We should guide the production and business circulation enterprises to change the operation mode of "big and complete" and "small and complete", divestiture or outsource the functions of logistics, and carry out the separation of main and subsidiary industries.

Support trade and logistics enterprises to carry out VMI, JIT and other high-end intelligent services to enhance the third party logistics service level.

Qualified enterprises can develop the fourth party logistics to provide integrated solutions and supply chain integration services.

To support the pformation and upgrading of traditional warehousing enterprises, to develop distribution centers and specialized, large-scale third party logistics, encourage warehousing and distribution integration, and guide warehousing enterprises to standardize the third party management of guaranteed inventory.

To support the development and growth of freight forwarding enterprises and provide support for all kinds of enterprises to develop domestic and international markets.

We should vigorously develop joint distribution, continue to do well the pilot work of urban joint distribution, and encourage the promotion of advanced models such as joint distribution, unified distribution and centralized distribution.

Relying on specialized third party logistics or suppliers for multiple business enterprises, community stores, market entry merchants and other joint distribution; relying on the logistics park to promote the distribution of shuttle buses, to carry out the centralized distribution of urban and regional lines combined; support large chain retail enterprises through centralized procurement to improve the unified distribution rate, the use of its logistics system for the unified distribution of their stores and social enterprises; integration of stock distribution resources, schools, communities, subway and other surrounding the establishment of the terminal distribution station or the construction of public self-service delivery cabinets and so on.

Three.

(1) vigorously develop e-commerce logistics.

Promote the coordinated development of business logistics and e-commerce and business process reengineering.

E - commerce enterprises should be encouraged to strengthen cooperation with trade and logistics enterprises, select logistics network nodes reasonably, and improve information sharing and benefit distribution mechanism.

Support electronic business enterprises and community convenience stores to cooperate to carry out "net shop to take (send)".

Support trade and logistics enterprises to expand their service functions, enhance their service capabilities, increase investment and pformation efforts in the distribution center construction, network development, vehicle protection and other aspects. Conditional enterprises should "go out" and deploy distribution centers and networks to meet the fast development requirements of cross-border e-commerce.

(two) strengthen the cold chain logistics construction.

We encourage all kinds of agricultural products processing, cold chain logistics, business and service enterprises to pform and build a new batch of cold chain logistics infrastructure that meets the needs of modern circulation and consumption.

We should guide the use of various new cold chain logistics equipment and technologies, promote the whole process temperature monitoring equipment, improve the process management and standard docking of pre cooling, cold storage, fresh keeping and fresh keeping, and gradually realize the seamless connection between the cold chain logistics from the place of origin to the market, reduce consumption and ensure the quality and safety of products.

Production material logistics pformation and upgrading.

We encourage the production logistics enterprises to make full use of new technologies and new business models to integrate internal and external resources, extend the industrial chain, cross industry and cross domain development, and enhance the integrated integrated service capabilities of information, paction, processing, distribution, financing, guarantee and so on, from simple traders and logistics providers to supply chain integration service providers.

Support the production and circulation enterprises of the means of production in order to build large scale production material logistics base and logistics park in the central city, pportation hub, economic development zone and Industrial Park, so as to promote the proper concentration of industries.

Integration of rural agricultural circulation and distribution network resources, establish and improve the logistics distribution network covering the county level and central towns and villages.

(four) encourage the development of green logistics.

We will guide a group of business logistics parks to pform the green logistics functional areas, and increase the promotion and utilization of green logistics equipment, technology, warehousing and other facilities.

We should improve the recycling system of renewable resources, establish a reverse logistics network serving production and consumption, and promote the recycling of resources.

Four, raise the level of standardization.

Innovating the working mechanism of publicity and implementation of trade and logistics standards, and improving the universality and uniformity of standards.

According to the social needs and key points of work, we should strengthen the concept of trade and logistics standardization and popularize knowledge in various forms.

Support all kinds of enterprises and social organizations to actively participate in the revision of trade and logistics standards.

We should speed up the promotion of trade logistics management, technology and service standards, and encourage enterprises to adopt standardized logistics measurement, goods classification, goods identification, logistics equipment and facilities, tools and appliances, information systems and operation processes.

Taking the standardized pallet circular sharing pilot project as the breakthrough point, we gradually improve the standard pallet penetration rate of the whole society, and promote the standardization pformation of the related supporting facilities and equipment.

We should select regions, parks and enterprises with good foundation and high enthusiasm to carry out the application and extension of standardization of trade and logistics. We encourage and guide the above units to intensify Standardization Implementation in the fields of infrastructure, equipment, technology, service process and internal management, cultivate standardized services and management brand of trade and logistics, strengthen the standard convergence and unification between industry and industry, enterprises and enterprises, and guide the whole industry to improve the standard application level, management level, product quality level and qualification level of employees.

Five, improve the level of information technology.

It supports businesses, logistics enterprises, production enterprises, wholesale and retail enterprises to share data, share resources and exchange information through common information systems.

Through the central and local two level demonstration, it supports the development of the logistics integrated information service platform with the enterprise as the main body, exerts the platform's integration and allocation of logistics resources, solves the contradiction between asymmetric logistics information and inconsistent interface standards, realizes the functions of precision and visual management, and builds value-added services such as enterprise integrity, pallet cycle sharing, logistics finance, cross-border e-commerce, commodity traceability, customs clearance facilitation, multimodal pport, etc., so as to provide favorable conditions for the vast number of trade logistics enterprises, especially small and medium-sized enterprises, to enhance the level of organization and informatization and reduce paction costs.

Conditional areas can also coordinate relevant departments, carry out the construction of government logistics information sharing platform, integrate existing e-government information, such as pportation, industry and commerce, taxation, customs and other departments, and make it open to the public so as to realize the sharing of logistics and government resources for the convenience of people and enterprises.

Six, improve the level of organization.

Logistics enterprises are encouraged to become bigger and stronger through shareholding holding, merger and reorganization, and cooperative alliances. A large number of modern logistics enterprises with advanced technology, prominent main business and strong core competitiveness will be formed to improve the integration and networking level of logistics services through large-scale and intensive operation.

Encourage pportation, warehousing and other traditional logistics enterprises to extend services to the upstream and downstream, and promote the integration and coordinated development of logistics industry and other industries.

It is necessary to guide logistics enterprises to jointly invest in warehousing facilities for important logistics nodes, rationally distribute logistics parks (centers and bases), enhance service functions, improve service capabilities and intensive development level.

Encourage trade and logistics enterprises to improve the scale and coordination of distribution, rely on business and postal outlets to form a logistics distribution network covering urban and rural areas.

Support the construction of logistics information service platform for small and medium-sized enterprises, and guide enterprises to gather and standardize their development.

Seven, improve the level of internationalization.

We should further improve laws and regulations governing foreign investment in trade and logistics, and improve the quality and level of foreign capital utilization.

In addition to national security and major public interests, we must liberate foreign investment access restrictions and speed up the establishment of a unified, fair and competitive market.

We will continue to deepen the implementation of the third party logistics, logistics and distribution centers, specialized wholesale markets, warehousing facilities and other fields of opening up policy.

Foreign investment is encouraged to participate in the construction of urban pport logistics system.

We should promote the cooperation between domestic logistics enterprises and international advanced logistics enterprises, and introduce and absorb advanced concepts and business models of foreign trade and logistics development.

Focusing on regional logistics cooperation along the "Silk Road Economic Belt" and "maritime Silk Road", we have built a number of logistics centers along the main traffic nodes and ports along the "one belt and one road".

We will actively carry out practical and efficient international regional logistics cooperation and promote the construction of a major international logistics corridor.

We will support the construction of a trade and Logistics Oriented overseas economic and trade cooperation zone, encourage qualified business logistics enterprises to "go global" and launch global business.

Relying on the international commodity trading center and key import and export ports, we should improve the storage and distribution functions of goods, improve the ability of distributing goods for import and export, and explore the establishment of overseas warehouses, logistics bases and distribution centers.

We will make full use of the mainland and Hongkong Closer Economic Partnership Arrangement (CEPA), the mainland and Macao Closer Economic Partnership Arrangement (CEPA), the cross-strait economic cooperation framework agreement (ECFA), the free trade pilot area and the local pilot platform for opening to the outside world, so as to promote the development of business logistics.

Eight, strengthen organizational leadership and improve safeguards.

We must do well in policy coordination and work coordination among departments, and strengthen the linkage between commercial departments at all levels.

We should improve the working mechanism of trade logistics at all levels to provide organizational support and service support for accelerating the development of business logistics.
