In the fourth Plenary Session of the 18th CPC Central Committee, we attached unprecedented importance to foreign-related legal services, highlighted the importance, major measures and fundamental purposes of developing foreign-related legal services: (1) put the focus on foreign legal services and urban and rural legal service resources as the two main points of building a complete legal service system; (2) demanded innovative talents training mechanism, "building a team of foreign-related legal professionals who are familiar with international legal rules and are good at dealing with foreign-related legal affairs"; (3) put forward a comprehensive strengthening of foreign legal services to safeguard the legitimate rights and interests of Chinese citizens and legal persons in overseas and foreign citizens and legal persons in China, and safeguard the rights and interests of overseas Chinese according to law. While leaving more room for enterprises and local governments, it also provides a broader stage for foreign-related legal services.

In order to develop foreign-related legal services, Chengdu needs joint efforts from the government, foreign-related economic management departments, judicial administrative departments and lawyers. Although foreign lawyers in our city play an important role in helping foreign investors to settle in Chengdu, promote foreign businesses to operate according to law, and protect the legitimate rights and interests of foreign enterprises, the foreign-related business of law firms has been increasing year by year. The scope of foreign-related legal business is developing from high-end business contracts to dispute settlement and other high-end businesses such as equity merger and overseas debt issuance. However, our foreign-related legal services generally lag behind the long-term and sustained development of the city's outward oriented economy and the growing demand for foreign-related enterprises' legal services. More than seven thousand practising lawyers have less than two people engaged in foreign-related legal services. Among them, the talents who are familiar with international law rules and are good at dealing with foreign-related legal matters in the fourth Plenary Session of the 18th CPC Central Committee are scarce. The number of foreign-related law firms with large scale and branding is very small. Therefore, with the further development of Chengdu's economic construction, the demand for foreign legal services will develop rapidly.

The development of Chengdu's foreign-related legal service industry is a major task of building Chengdu under the rule of law, promoting economic development and building an international city.

First of all, we must strengthen. Rule by law Consciousness, deepening the standardization and legalization of administrative management is a new requirement for Chengdu's foreign-related economic management. It is suggested that the urban and county governments and foreign-related economic and administrative departments should listen more to the opinions and suggestions of foreign lawyers when they decentralization and decentralization of government functions. When organizing various important investment activities, they should select excellent lawyers from abroad to form a suitable lawyer team to provide legal advice.

Secondly, the business sector should improve the service industry development plan and start the training of foreign-related legal service personnel as soon as possible. The State Council's "12th Five-Year plan" for the development of service industry has clearly put forward "to train a number of high-quality talents with international vision and proficient in foreign-related legal business". In recent years, Beijing, Shanghai, Nanjing and other cities have continuously selected outstanding young lawyers to go abroad to participate in various international legal rules. Professional training 。

Third, we need to improve. Law The opening level of service industry has brought in and created first-class legal service institutions. It is suggested that the provincial and municipal judicial administrative departments take the lead in studying and establishing the access and withdrawal mechanism of foreign law firms, and gradually attract outstanding foreign law firms to set up branches in Chengdu. They will not only provide legal services to our province's enterprises to invest in their country, or foreign excellent enterprises to invest in our country, but also create conditions for our city's law firms to improve their legal service management level and foreign related legal service standards in learning and competition.

Fourth, we need to set up our city's foreign-related legal service talent pool and foreign related legal service platform.
