Zhu Lijia admits that the private sector where most labor force is located is the gray area where the paid vacation system is implemented. It requires relevant departments to organize special investigations to identify problems and ensure the right of employees to take paid leave, and strictly enforce the "accountability system" rather than "reward system".
Enterprises and institutions that violate regulations should be strictly accountable and punished.
