Speech By Tang Min Of The State Council: Traditional Management Obstructs The Development Of Cross-Border Electricity Providers
In January 16th,
Ali Research Institute
The 2016 new economic think tank conference was held in Beijing.
Tang Min, counselor of the State Council Counselor's office, attended and delivered a speech.
The following is a record of the speech:
Tang Min: I want to talk about the short-term impact and long-term impact of cross-border electricity providers on China.
In the short term, it will be very beneficial to increase China's imports and exports.
As we all know, last year, in the past decade or so, for the first time, China's import and export is negative growth, and it is still relatively large. China's economy needs import and export very much. But now the world economy is in bad condition, the import and export industry is very difficult.
But in such a difficult situation, just in the field of cross-border electricity supplier is still in rapid growth.
The growth of cross-border electricity providers last year is not known, but it is estimated to be between 20% and 30%, because this has been increasing for several years.
A few years ago, I was in Dongguan, Guangdong, and government officials told me that only in Dongguan in the first half of the year, the number of exports through postal parcels reached 12 million.
Perhaps small postal packages are not counted in import and export trade, so there are about ten million small packages in such a city, not yet other logistics.
It can be seen that in the world economy or import and export industry, the cross-border electricity supplier has made up for this shortcoming, and has vigorously promoted many small businesses.
Exit
The growth of enterprises and importers.
So in the short term, it is of great significance to China's economy.
In the long run, it is more significant to China's economy. Why? Because China is in the process of pformation, and the whole world economy is developing. If we follow the traditional pformation mode, China should pfer many labor-intensive industries, such as clothing industry and shoemaking industry to Vietnam, pfer to India, pfer to Kampuchea, we should upgrade ourselves and do something new, but this upgrade is not easy, and it is not easy to turn it out.
In the long run, the world is changing to the third industrial revolution. Personalized consumption, individualized production, and private custom making society are going to be fundamental changes in import and export when private customization is made. At that time, import and export may be import and export based on cross-border electricity suppliers. China's manufacturing industry, footwear industry and garment industry are not necessarily pferred to other places. We can make flexible production and make private customized, small batch production, which will save a large number of enterprises.
This may be a long-term matter, or it may be the next year, because now many enterprises have begun to turn to this aspect. If we turn faster, if cross-border electricity providers can develop better, it will probably help China's economic pformation.
In this sense, cross-border electricity providers are more meaningful than other countries.
However, our traditional trade mode, traditional customs clearance and traditional inspection have many obstacles to cross-border electricity suppliers. Not only are they obstructed in China, but also hindered by foreign countries, so I strongly agree with Mr. Ma's EWTO thinking. If we want to promote cross-border electricity providers, if the world's trade is developing in this direction, there may be great changes in government regulation including customs, trade, pportation, logistics and so on. These changes need the coordination of different countries, and it is hard to promote such coordination without the intensive research, discussion and treaty making by organizations like WTO and EWTO.
Therefore, I strongly agree that if we want to make the world electricity supplier develop greatly, we should push forward.
EWTO
The development of the field should be organized to discuss this issue.
Even if some countries agree, some countries do not agree. As long as several countries do it first, it is possible to do experiments first.
We now have free trade with South Korea, Australia and several countries. Can we make EWTO in the free trade countries, and create some new rules in the way of WTO, so that more small and micro enterprises can have the opportunity to make money.
