Recently, the general office of the municipal government issued the development plan of China (Hangzhou) cross border e-commerce comprehensive test area, which was announced on Friday.

According to the plan, the Hangzhou comprehensive pilot area will focus on building the cross border e-commerce innovation and innovation center, cross-border e-commerce service center and cross-border e-commerce big data center, and strive to create "Internet + foreign trade" Innovation Park, cross-border electricity supplier ecological demonstration area, and a new engine for foreign trade growth.

According to the plan, the Hangzhou comprehensive trial area will strive to build up the "six system and two platform" by innovating services, stretching industries and gathering elements by the end of 2017, so as to create the best cross-border electricity supplier ecosystem in the world, and achieve remarkable results in the reform, innovation and development of cross-border e-commerce.

For example, in the field of cross border e-commerce management and services such as customs clearance, tax rebate, finance, logistics and so on, the Hangzhou comprehensive trial area will launch a number of innovative initiatives, basically forming a set of management systems and rules to adapt to the development of cross-border e-commerce in the world. By 2017, the city has gathered more than 5000 cross-border e-commerce chain enterprises, more than 10 cross-border e-commerce industrial parks, and cross-border e-commerce exports through the comprehensive test area reached 30 billion US dollars, and imported 10 billion US dollars, of which Hangzhou exported 6 billion US dollars and imported 4 billion US dollars;

Among them, the lower city park is located in Zhejiang and even the national cross border e-commerce innovation leading zone, the business gathering area of the comprehensive test area, and the production and integration demonstration area in the northern part of Hangzhou.

In the direction of regional development, the Hangzhou comprehensive pilot area will rely on the six major urban areas of Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District, Binjiang District and so on to layout the cross-border electricity business gathering platform, and develop finance.

The Hangzhou comprehensive pilot area will adopt the layout method of "one zone with multiple gardens", and build a "comprehensive park" platform under the comprehensive test area line, effectively undertake the function of "single window" platform, optimize supporting services, promote the linkage development of cross border e-commerce online platform and offline Park, and create the complete industrial chain and ecological chain of cross-border e-commerce.

We will focus on the construction of China's (Hangzhou) cross border e-commerce comprehensive pilot zone, including seven sub sectors, namely Xiasha, lower cities, airports, Ling'an, Jianggan, Xiaoshan and Yuhang.

Finally, all areas of the city will realize the full coverage of cross-border e-commerce, and form the overall layout of the comprehensive test area of "one core, one circle and one area".
