Xiaoshan Intends To Close 370 Industrial Polluting Enterprises And Renovate 1628 Homes.

To solve these propositions, the answer is almost all in one word: industrial pollution control. along with G20 Summit Convening, the supply side reform is advancing, and the industrial environmental protection threshold is raised.

The label of traditional industrial area has been the "heart pump" of Xiaoshan's economic and social data, which has benefited Xiaoshan greatly. Only the two words of "tradition" also contain many layers of meaning, including over reliance on the environment, disorderly use of resources, and deeply felt industrial pollution.

This year's newly promulgated "industrial pollution prevention and control plan for 13th Five-Year" in Xiaoshan district has pointed out the direction for the next five years. Xiaoshan's industrial pollution control has blown up the assembly number.

At present, for Xiaoshan industry, green development is an important proposition for restructuring and promoting transformation.

Taking 2014 data as an example, Xiaoshan achieved GDP of 172 billion 832 million yuan in that year, accounting for 18.8% of the total city of Hangzhou. The total industrial output value above Designated Size in the region has contributed 36.7% to the total industrial output value above Designated Size in Hangzhou, and is also the highest in the city.

Also in 2014, according to the environmental statistics, Xiaoshan's industrial waste water discharge, COD and ammonia nitrogen emissions account for 31.9%, 41.6% and 37% of the total industrial emissions of the city respectively. Xiaoshan's industrial emissions of sulfur dioxide, nitrogen oxides and smoke and dust account for 37.7%, 24.9% and 26.3% of the city respectively. In fact, whether it is the main index of water pollutants or the index of air pollutants, the proportion of Xiaoshan in the whole city is higher than that of the surrounding brothers and counties.

In the industry, industrial pollutants mainly refer to "three wastes", that is, waste water, waste gas and solid waste. According to the "prevention and control plan", the amount of waste water, COD and ammonia nitrogen in the three indicators of water pollutant emissions is far greater than that of other industries. In the textile industry, the contribution of dyeing and finishing is the largest. For example, in the 2014 statistics, Spin Industry COD emissions accounted for 92.57% of the total industrial emissions in the region, of which the dyeing and finishing industry COD emissions accounted for 87.81% of the total industrial emissions in the region.

According to the general requirements of "13th Five-Year" environmental protection and industrial pollution prevention and control, combined with the actual situation in Xiaoshan, five projects and ten projects were carried out in the industrial pollution prevention and control field in 13th Five-Year. The total investment budget is 3 billion 673 million yuan, of which the government budget is 1 billion 971 million yuan. In terms of time progress, 6 projects were completed before the end of 2016, 2 items were completed by the end of 2017, and 1 items were completed before the end of 2019 and the end of 2020.

Industry upgrading is still the highlight of 13th Five-Year. According to the plan, Xiaoshan will carry out renovation to 6 industries, such as sanitary ware, yarn art, waste plastics granulation, waste calcium plastic recycling, electric power enterprise flue gas, chemical fiber and so on. The total investment budget of these 6 projects is 1 billion 132 million yuan, involving 1638 enterprises, and 370 enterprises are planned to close down. 1628 of them are fined by the end of this year.

During the "13th Five-Year" period, two projects for the construction of industrial pollution control facilities in Xiaoshan will be arranged, with a total investment of 520 million yuan, namely, the new hazardous waste storage and disposal facilities, the expansion and upgrading of Xiaoshan Qianjiang sewage treatment plant. Among them, in the transformation of Qianjiang sewage treatment plant, Xiaoshan will transform the existing 220 thousand tons / day sewage treatment facilities, and expand the 120 thousand tons / day sewage treatment facilities in the original two phase of the project as the three phase, and the capacity to reach 340 thousand tons / day after the reconstruction and expansion.

In addition, 1 new industrial pollution supervision and control projects will be built in Xiaoshan. In order to effectively monitor the VOC emissions around the park, we will install VOC monitoring equipment and supporting hardware and software facilities in the gathering area.

It is also understood that, a few days ago, "2016 thousand enterprises transformation and upgrading project (the first batch)" came out, 11 major categories of 1591 projects in the eye. Compared with last year's 1000 enterprises transformation and upgrading project, this year's list is the first to make clear that Xiaoshan has to deal with "zombie enterprises".
