Trademark strategy Take a whole new step.
In recent years, the industrial and commercial departments at all levels in Yueyang have focused on the development of the main body of the service market, focusing on helping the market players to register trademarks and building brands. A trademark guidance service station has been set up in 87 industrial and commercial offices throughout the city, and efforts have been made to implement "five guidance" administrative services. Over the past two years since the implementation of the commercial system reform, the number of newly registered enterprises in China has reached a record high. The reform has reduced the institutional cost of entrepreneurship and improved the business environment of our country. More than 90% of the enterprises registered and changed at the SAIC have been placed in the location of enterprises. The reform also lowered the threshold for enterprises to enter the market and stimulated the vitality of market players.
At the news conference of the new China Office held in February 22nd, Zhang Mao, director general of the State Administration for Industry and commerce, said that over the past two years, the number of newly registered enterprises in China has been growing rapidly. In 2015, the average number of newly registered enterprises was 12 thousand per day, an increase of 20% over 2014, much higher than that of 6900 before the reform. In particular, through the reform measures such as multi site photo, one photo multiple address, business secretarial company, and electronic business cluster registration, the development of new industries, new formats and new modes, such as creating space, customer service workshops and other new industries, has been promoted, and China has entered the boom stage of entrepreneurial innovation.
In the past, the establishment of an enterprise needs to go through various licenses first, then apply for a business license. The procedure is very complicated. Some enterprises can not manage it for 35 months. According to Zhang Mao, as an important part of the reform of the commercial system, the "first look after the certificate" reform will adjust or clear the 152 items of pre registration and approval of industrial and commercial registration for Post Examination and approval matters, abolish 40 items, and retain only 34 items. Most of the administrative examination and approval work is changed to the later stage.
In 2015, the State Council decided to pilot the "separation of licenses" in the Shanghai free trade area, and further deepen the reform of "first look after evidence". The separation of certificates is to separate the qualification and qualification of enterprises from each other, further simplify the examination and approval before approval, and change them into filing system.
At the same time, SAIC also took the initiative to delegate power. In the past, nearly 2000 enterprises registered in the SAIC, especially the central enterprises, must be registered at the general administration. After the reform of the commercial system, more than 90% of the original registration and alteration handled by the general administration have been placed in the location of the enterprise. "The decentralization work should continue, and the enterprises registered in the General Administration of industry and commerce must basically be put down to the local level." Zhang Mao said.
The reform of "three certificates integration, one illumination one yard" reform focuses on the facilitation of business registration, and combines the past business license, tax registration certificate and organization code certificate to form a business license, using a unified social credit code. In the past, enterprises had to run 3 departments. Now they just run the registration of business departments, which greatly saves the registration cost of enterprises. By the end of December 2015, the country has issued 3 million 509 thousand new business licenses, namely, "three certificates and one license, one yard".
The reform has reduced the institutional cost of entrepreneurship and improved the business environment of our country. According to the world bank's business environment report, in the past two years, China's business environment ranked 6 in the business system reform, ranking eighty-fourth in 189 economies. In the first half of last year, the China Association for science and technology organized a third party assessment, which showed that the commercial system reform in 2015 promoted GDP growth by 0.4%.
The reform of the commercial system reduced the threshold for enterprises to enter the market and stimulated the vitality of the market players. In 2015, the rapid growth of micro market players, especially the newly established enterprises, has become a bright spot in China's economic development. Statistics from SAIC show that in 2015, 4 million 439 thousand new enterprises registered nationwide, an increase of 21.6% over 2014, and registered capital (gold) 29 trillion yuan, an increase of 52.2%, all of which registered new registrations and registered capital (gold) total new records over the years.
Zhang Mao believes that the more important role of reform is to promote changes in the concept of entrepreneurship and employment in the whole society. For example, in the past, more jobs were created by state-owned enterprises, and more than 90% of the new enterprises now creating jobs were private enterprises.
This wave of entrepreneurship has shown distinct innovation, mostly in the emerging industries such as information technology, culture and finance. According to Zhang Mao, in 2015, 240 thousand new registered information spanmission, software and information technology service enterprises were registered in China, an increase of 63.9% over 2014, and 104 thousand of cultural, sports and entertainment enterprises increased by 58.5%.
Structural adjustment is a prominent problem facing China's economic development. The emergence of new enterprises, new industries and new economy has become an important driving force for China's economic spanformation and upgrading. According to statistics, in the past two years of the commercial system reform, the service enterprises accounted for about 80% of the new enterprises. "By the end of 2015, there were 16 million 357 thousand enterprises in the third industries, accounting for 74.8% of the total number of enterprises, and the proportion increased by 1.5 percentage points over 2014." Zhang Mao said, "if this trend is developed, the volume of enterprises in the third industry will be more than 80% or more in the future, and will become an important force to drive the development of our national economic aggregate and service industry".
Small and micro enterprises are the foundation for the large and extensive development of macro-economy. In 2015, 96% of the newly registered enterprises in China were small and micro enterprises. Premier Li Keqiang has repeatedly stressed that not only small and micro enterprises should be "born" but also "let them live" and "live well".
In order to understand the survival of small and micro enterprises, the State Administration of industry and commerce, the joint statistics bureau and other departments carried out a follow-up investigation of small and micro enterprises in 7 provinces and cities in Beijing, Shanghai, Guangdong, Chengdu and Shandong. Statistics in the fourth quarter of 2015 showed that the annual opening rate of new small and micro enterprises reached 70.1% last year, that is to say, 70% of the newly established small and micro enterprises in the fourth quarter of 2014 started business after a year. At the same time, 78.7% of these enterprises have revenues, which account for 0.5 and 4.1 percentage points higher than those in the second quarter and the third quarter respectively.
Zhang Mao has also analyzed the reasons why nearly 30% enterprises have only failed to get their licenses. First, enterprises have obtained business licenses, but there are still some items requiring administrative examination and approval. Second, the economic situation is complex and changeable. Some enterprises have some new difficulties in their operation, such as recruitment and financing problems. Third, there are indeed some cases of blind registration. "Therefore, we must continue to do a good job in the service work of small and medium-sized enterprises, especially small and micro enterprises, and help them solve the difficulties of running enterprises after the establishment of enterprises." Zhang Mao said.
It is understood that SAIC is setting up a directory of small and micro enterprises to sort out the problems faced by the survival and development of small and micro enterprises, so as to formulate more precise supporting policies. At the same time, in view of the fact that individual businesses can not handle the issue of organization code card after the "three certificates integration", the industrial and commercial departments are joining up with the tax authorities, striving for the joint implementation of the "two card integration" of individual businesses in the year, reducing the time of individual business registration and reducing the registration cost of enterprises.
