    These projects are mainly concentrated in the fields of water conservancy, energy and high technology.

    In the first 2 months of this year, fixed asset investment (excluding farmers) was 3 trillion and 800 billion yuan, an increase of 10.2% over the same period last year, an increase of 0.2 percentage points over the full investment growth rate in 2015.

    On the basis of the elimination of backward steel production capacity in recent years, since 2016, steel has been reduced to 100 million to 1.5 million tons of crude steel production capacity in 5 years.

    At the same time, we pointed out that we should focus on promoting the structural reform of the supply side of the steel industry, comprehensively applying the market mechanism, economic means and the rule of law, adjust measures to local conditions, implement classified policies and tackle problems simultaneously, actively and steadily resolve excess capacity, and establish a long-term mechanism for market regulation of production capacity, so as to promote the structural optimization of iron and steel industry, upgrade difficulties, upgrade quality and increase efficiency.

    In terms of coal production capacity, we must adhere to market forces, enterprise bodies, local organizations and central government support, take comprehensive measures, treat both symptoms and root causes, adjust measures to local conditions and classify disposal. We will actively and steadily resolve excess capacity and structural adjustment, pformation and upgrading, so as to realize the coal industry's turning losses, lifting difficulties, upgrading and healthy development.

    Based on the elimination of backward coal production capacity in recent years, starting from 2016, it will take 3 to 5 years to quit production capacity of about 5 billion tons, and reduce the amount of restructuring by 5 billion tons.
