Product instructions (labels) is an important evidence for consumers to purchase and use. There are 17 batches of children's and infant clothing products tested, which are not qualified, and the pass rate is 78.5%. The unqualified situation is mainly manifested in the incorrect marking of the size, the inconsistency between the tag and the mark, and the wrong figures and arrangement of the tag and the washing mark, and the incorrect marking of the fiber components and contents.

2. sewing strength

Sewing strength is the size of the force required to make the clothes or buttons fall off. According to the FZ/T73025 standard, the clothing is more than 70N and the button is more than 50N. A total of 16 batches of sewing strength items were tested, and 6 batches were unqualified, with a pass rate of 62.5%. The main reason for the unqualified sewing strength is the improper sewing process, which causes the clothes or buttons to fall off easily, which not only affects the use of clothing, but also the risk of children miseating.

3. fiber content

Fiber content reflects the material composition of fabrics used in clothing products, determines the wearability of clothing products, and is also one of the main reference indexes for consumers when buying. Taking into account the specificity of objects, children and children's clothing if they choose inappropriate fiber materials, it is easy to cause sweat, airtight, skin itching, dermatitis and other diseases. In this risk monitoring and supervision project, 4 batches of fiber products were found to be unqualified, with a pass rate of 94.9%. Among them, 1 batches of products showed a fiber content of "cotton 95% spandex 5%" and the measured value was "polyester fiber 86.6% cotton 13.4%".

4.pH value

The pH value is the assessment item in the mandatory standard of GB 18401 country. PH value is too low to indicate that the acid is strong. PH value is too high, indicating that alkalinity is strong. It may cause irritation to human skin. In this risk monitoring and supervision project, 2 batches of pH were found to be unqualified, with a pass rate of 97.5%, of which 1 batches of substandard products were pH 8.9.

5. color fastness

In this risk monitoring, water fastness, acid perspiration fastness, alkali resistance, color fastness to soaping and color fastness to soaping were all qualified. The pass rate was 100%. Dry rubbing fastness, wet rubbing fastness, saliva and light fastness were 1 batches, and the pass rates were 98.7%, 98.7%, 97% and 97.4% respectively. The main reason is that the process of fabric dyeing is unreasonable or the choice of dyes is inappropriate. In addition, since most garment manufacturers are purchased fabrics, they lack the means to test the color fastness of fabrics, and it is difficult to grasp the overall quality of the purchased raw materials.

　 Two, the risk monitoring indicators:

The risk monitoring projects refer to the items specified in GB 31701, and children's clothing and infant clothing after June 1, 2016 must meet the requirements of GB 31701. In order to grasp the current quality of children and infant clothing products and guide consumers, the rope requirements, attachment tensile strength, residual metal needle, heavy metal (lead, cadmium) and o-phthalic acid two esters were used as risk monitoring items. In this risk monitoring, the residual metal needle, heavy metal (lead, cadmium) and phthalate two formate projects all conform to the requirements, the rope belt requirements and the attachment tensile strength are not consistent with the rate. The main problems are as follows:

1. accessories tensile strength. The accessories of children's clothing are attached to children's clothing, which are connected, decorated, and explained. They include buttons, fastening buttons, fastener, zipper head, pull tab, pull climbing, plush ball, bow tie and other similar parts. The possible harm of attachment to children may be asphyxia and other safety hazards that can easily be swallowed by children.

According to the diameter of 3-6mm, the minimum dropping strength of the accessories should be greater than 50N, and the minimum dropping strength of the accessories with diameter larger than 6mm should be greater than that of 70N. The risk assessment is carried out. A total of 54 batches of the tensile strength of the accessories are tested, and 11 batches of them are not consistent, and the rate of non conformity is 20.4%.

This project is a high-risk item for children's wear products. The following are typical non conformity samples.

(1) when the zipper is 43.9N, the attachment is damaged and shedding.

(two) the button of the button can fall off from the main body at 60.1N, and the strength of the drop is less than 70N.

(three) when the trouser decoration is at 37.3N, the attachment falls off from the main body and the strength of the drop is less than 70N.

2. rope request. The rope request should comply with the requirements of GB 31701 standard. Safety hazards are mainly manifested in 3 aspects: first, the rope around the head and neck may cause strangulation and suffocation to children, especially infants and young children, because of unconscious winding or accidental hooks; two, too long strings in the chest, waist and other parts, which may cause bodily harm to children in the process of playing children, and three is the use of elastic ropes, which can easily hurt children's face or eyes after stretching.

In this risk monitoring, a total of 32 batches of rope bands were tested, and 16 batches did not meet the requirements. The rate of non conformity was 50%, which was mainly reflected in the design of rope belts with long and inappropriate rope specifications.

The project is a relatively prominent project in the monitoring, and the following are typical non conforming samples.

(1) the GB 31701 standard stipulates that no rope should be attached to the head or neck.

(2) the GB 31701 standard stipulates that the rope should not be free to adjust the clothing size of the head and neck. The other rope should not have free ends over 75mm. The cable of the sample cap is free and the length is 250mm.

(3) in the GB 31701 standard, the length of the rope fixed at the waist should not exceed 360mm from the fixation point, and the length of the waist belt is 367mm below the figure.

Three, consumer tips

Through this risk monitoring, we can see that the quality of children and infant clothing products produced by local manufacturers is better than the quality of the products sold in the market, and the quality of the sale of the electronic platform is poor.

1. consumers should try to buy in large shopping malls, supermarkets, boutiques, or online shops with good reputation and good evaluation. The products of regular manufacturers and well-known manufacturers have better guarantee in quality. This risk monitoring comparison shows that the quality of the local samples sampled is better than that of physical stores and electronic business platform samples.

2. purchase should pay attention to whether the product label is complete. The label should contain information such as size specification, fiber content, washing method, factory name, factory name, product name, product execution standard number, product quality grade, safety category and so on, and the specification, fiber content and washing method should be durable. Infant clothing under 3 years of age must be marked with "baby products" (or class a), and must be marked "dry cleaning" or circular pattern.

3. if there is a pungent odor, such as mildew, gasoline and kerosene, fishy smell, etc., it may be caused by chemical residues added in the process of garment production. The formaldehyde content and pH value will exceed the standard.

4. due to the delicate skin of children and infants, the first choice should be soft cotton with good moisture absorption and permeability.

5. pay attention to various accessories and accessories, such as whether the zipper is slippery, whether there are burrs at the two ends of the zipper, whether the buttons are firm, whether metal buttons, metal climbing and various metal parts have fast opening, so as not to scratch the skin of children. It should also be noted that the belt and rope should not be too long to prevent potential mechanical safety hazards, such as ticking, injury, entangling, falling, local tissue ischemia or asphyxia.
