In 2015, the quality and safety of products in Wenzhou was generally good, the qualification rate of national, provincial and municipal supervision and spot check was generally stable, and the ability of supervision and spot check to find and solve problems was constantly enhanced, but some products had low qualification rate, which led to some quality risks.

1、 Basic information

A total of 4417 batches of industrial products of more than 100 types in 7 industries in our city were supervised and spot checked at the national, provincial and municipal levels, and 3952 batches were qualified, with a batch qualification rate of 89.5%.

（1） State supervision and random inspection

The national supervision spot checked 538 batches of 65 kinds of 24 categories of industrial products in our city, 483 batches were qualified, and the batch qualification rate was 89.8%, an increase of 2.1 percentage points year-on-year, showing an upward trend, but still slightly lower than the provincial average qualification rate of 0.5 percentage points. Among the products sampled, the qualification rate of 41 products such as wooden furniture, motorcycle passenger helmets, aluminum plastic composite film bags, and automobile brake linings reached 100%, but the qualification rate of some products such as massagers, appliance switches, children's and infants' clothing, safety belts, and ceramic sealing nozzles was low.

（2） Provincial supervision and spot check

The provincial flight supervision spot checked 101 1396 batches of 55 categories of industrial products in our city, 1329 batches were qualified, the qualification rate was 95.2%, 0.3 percentage points higher than the provincial average qualification rate, 0.3 percentage points higher than the provincial average, ranking the third in the province Position, showing a steady upward trend. Among the products sampled, the qualification rate of 68 products such as motorcycle passenger helmets, proximity switches, dry pressed ceramic tiles and copper tubes reached 100%, but the qualification rate of glasses frames, ceramic sealing nozzles, power transformers and submersible pumps was low. The province regularly (Wenzhou Plan) supervised and sampled 1674 batches of 87 kinds (categories) of industrial products, and 1542 batches were qualified, with a qualification rate of 92.1%. Among the products sampled, the qualification rate of 38 products including reprocessed fiber products, plastic packaging containers (tools) for food, universal circuit breakers and window regulators reached 100%, but the qualification rate of toys, faucets, RMB discriminators and rubber shoes was also low.

（3） Municipal supervision and random inspection

The municipal supervision and spot check adhere to the guidance of finding problems, gradually reduce regular supervision and spot check, increase the strength of special supervision and spot check, implement market backtracking, and improve the effectiveness and accuracy of supervision and spot check. A total of 809 batches of industrial products of 46 kinds in 32 categories were specially supervised and sampled throughout the year, and 211 batches of unqualified products were found. The discovery rate of unqualified products was 26.1%, which was far higher than the problem discovery rate of other supervision and spot checks.

2、 Data analysis

Data analysis was carried out based on the data of provincial regular supervision and spot check (Wenzhou municipal plan) and municipal special supervision and spot check (collectively referred to as Wenzhou municipal supervision and spot check).

（1） By product. Among the products sampled, the qualification rate of 33 kinds of products, such as plastic packaging containers for food, electronic switches, knitted clothing, reprocessed fiber products, lighters, passenger helmets, tableware detergents and so on, has reached 100%, but there are shower showers, nozzles, travel bags, children's shoes, chopsticks, RMB discriminators, hard hats, toys, toe protection safety shoes, rubber shoes, door locks The qualification rate of 13 kinds of products such as sintered perforated bricks, wires and cables is less than 60%.

（2） By industry. metallurgy industry The qualification rate reaches 100%, the qualification rate of chemical industry and electronic industry is also more than 90%, while the qualification rate of building materials industry and machinery industry is below the average qualification rate. Among them, the qualification rate of 2 industries, including metallurgy and light industry, kept rising year on year, while the qualification rate of 5 industries, including machinery, textile, building materials, electronics and chemical industry, declined to varying degrees year on year. The qualification rate of light industry, which accounted for 51.5% of all batches, rose 2.1 percentage points year on year, indicating that the quality level of traditional leading industries such as clothing, shoes, lighters and other products in our city has maintained a steady rise.

（3） By scale. The qualification rate of large and medium-sized enterprises is relatively high, among which the qualification rate of large enterprises reached 100%, up 8.7 percentage points year on year; The qualification rate of medium-sized enterprises has also exceeded 90% for two consecutive years; The qualification rate of small enterprises was low, only 82.1%, down 3.2 percentage points year on year.

3、 Several situations reflected by the spot check results

（1） The overall quality and safety situation is relatively stable, and the identification is still the main factor causing the unqualified products.

The qualification rate of Wenzhou's supervision and spot check physical quality is 86.6%, although slightly lower than that in 2014, it has stabilized at more than 85% for two consecutive years, and the overall product quality and safety situation remains stable. Among 315 batches of unqualified products, 109 batches involved unqualified identification, accounting for 34.6%, down 18 percentage points from 2014 (52.6%). However, 66 batches of products were still unqualified with pure identification, accounting for 21.0%, up 6.2 percentage points from 2014 (14.8%). It indicates that although the phenomenon of unqualified identification has improved, it is still not optimistic.

（2） Car door locks leather shoes And plug and socket, etc.

Among the products that have been spot checked for two consecutive years, 10 products, such as car locks, electromagnetic relays, diesel filters, plastic circular looms, construction winches, lamps, interior wall coatings, car brake linings, ventilators and hot-rolled round steel bars, have maintained a 100% pass rate for two consecutive years; The qualification rate of children's clothing, leather shoes, children's furniture, leather, casual shoes, bicycle locks, motorcycle helmets and other products increased by more than 10% year on year; In addition, the qualification rate of seamless steel pipes, knitted clothes, lighters, corrugated boxes, electric razors, plugs and sockets and other products also increased by more than 5% year on year.

（3） The quality of RMB discriminator, wires and cables, children's shoes and other products is poor, and the qualification rate has declined significantly.

Among the products that have been spot checked for two consecutive years, the qualification rate of wire and cable, chopsticks, RMB discriminator, toys, rubber shoes and electric water heaters has dropped the most, reaching more than 30%; The qualification rate of appliance switches, sintered perforated bricks, toe protection safety shoes and other products has dropped by more than 20%; The qualified rate of children's shoes and massage appliances dropped by more than 10%; In addition, although the qualification rate of water faucets, travel bags and door locks has not dropped by more than 5%, the qualification rate of spot checks has been less than 60% for two consecutive years.
