The workers win: the workers who temporarily suspend production enterprises retain their jobs, have the basic living expenses for waiting for posts, and the workers who are underemployed have paid basic salaries; the wages of workers running normal enterprises have increased.
The enterprise has won: stabilizing the staff and workers, keeping the backbone of production, avoiding the disorderly competition among enterprises, reducing the labor cost of enterprises, stabilizing labor relations, and providing more channels for understanding and communication between enterprises and workers. Trade unions have become powerful helpers in the development of enterprises.
How to talk about wages when enterprises face difficulties? The practice of Hubei Xiangyang Qiao Ying textile trade union is:
"Through collective wage negotiations, it is clear to the staff about the difficulties of the enterprises, but they have won the support of the workers. There are also some proactive demands for a temporary reduction in their salaries and the difficulties with the enterprises."
A few days ago, Liu Fang, the representative of the business side of the Hubei Xiangyang Qiao textile industry wage negotiations, talked with reporters when he talked about this year's collective wage negotiations.
Song Xiaojuan, a representative of the workers' side, said, "when the enterprise is in trouble, it is better for workers to fully understand the real situation of the production and operation in the negotiations, to understand the difficulties faced by the enterprises, and to stimulate the sense of mission shared by workers and enterprises."
Textile industry is one of the important industries of Xiangyang Fancheng industrial economy, and also a traditional industry of Fancheng county's economic development.
There are 37 textile enterprises in Jo Ying Textile Industrial Park.
Cotton spinning
Nearly 130 thousand spindles, nearly 6000 kinds of cloth machines, the main products are viscose, pure cotton, chemical fiber, wool spinning, blending nearly 100 varieties of yarn, annual output value of about 1 billion 200 million yuan, nearly 2000 employees.
Since 2015, domestic and foreign market downturn, resource and environmental constraints, increased production factor costs and other adverse factors, park 57 enterprises, shut down, stop, and pfer to 20, and the remaining 37 enterprises, but also barely maintain production.
At a difficult time, the trade union federation of Joe's textile industry felt an unprecedented pressure.
Through visits and surveys, we feel that in the face of difficulties in business operations, the key point of wage negotiation is no longer how much growth is concerned, but rather the problems of employee protection, salary, social security, minimum wage, basic cost of living and flexible working hours.
At the very beginning, there was a considerable conflict between the business owners and the collective wage negotiations put forward by the trade union. They thought that the enterprises were closing down, and what wages were negotiated? The staff members of the trade union in the textile industry of Jo Ying did not give up easily. They took a series of talks with the business owners, and used social relations to persuade the business owners to find a breakthrough.
37 textile enterprises in Qiao Ying textile industrial area have different production facilities, different process requirements, dozens of kinds of products, involving dozens of processes, with prominent personality and commonness. After thorough investigation and analysis, they find that these enterprises have more than 10 kinds of work, including buckle, winding, drawing, roving and spinning. The wage standards of these more than 30 textile enterprises are all set by enterprises themselves, with different standards, 3000 yuan and 2000 yuan.

Therefore, the Federation of trade unions of Qiao Ying textile industry starts with the minimum wage standard of all kinds of jobs and opens up a breakthrough in collective wage consultation.
After finding a breakthrough, they set up a working group (wage standard) consisting of trade union instructors, experts from social organizations, associations, representatives of enterprises and representatives of technical workers.
By comparing the wage scale of skilled workers in 37 textile enterprises, and calculating the wages of 14 common jobs.
It is preliminarily concluded that the monthly average wages of 14 co workers are over 1700 yuan, which is 28.8%. higher than the minimum wage standard in the region. In order to make the monthly average wage of the preliminary calculation more scientific and reasonable, the Federation of trade unions of Qiao Ying textile industry chooses more than 20 representative enterprises to make a comprehensive analysis and comparison of the working hours, labor prices, pieces and quotas of 14 kinds of work, and finds that the majority of the enterprises in the area are distributed in better efficiency enterprises, and the monthly average wage is higher. Taking into account the balanced development of the whole industry, the monthly average wage standard of these 14 jobs will be adjusted.
On this basis, the draft wage standard for 14 wage categories in the textile industry of Jo Ying has been worked out, and the draft has been sent to more than 30 enterprises for comments and revision according to the opinions of workers and managers.
After three rounds of collective bargaining, the business side and the executive side finally reached an agreement after three rounds of hard negotiations.
1, the minimum wage standard increased from 1320 yuan to 1700 yuan.
2, the annual wage growth of enterprises in 2016 is no less than 8%.
3, according to the spirit of the 309 document of the former Ministry of labour (1995), the cost of living for workers during the post waiting period is slightly lower than the minimum wage standard of Xiangyang.
4, the main jobs in the industry (work type): wage standards for 11 jobs such as mechanic workers, day shift maintenance workers, day shift workers, cloth cleaning workers, cleaning workers, carding workers, parallel workers, roving workers, spinning doffing workers, and truck drivers are raised on the basis of the wage standard of 8%. in 2015. The wage standard for weaving workers is increased from 0.13 yuan to 0.14 yuan per meter, and the wearing of bucklers has increased from 0.009 yuan / yuan to 0.011 yuan / root, and the winding workers have increased from 0.26 yuan / kg to 0.30 yuan / kg.
The overall result of the discussion is that the total wage increase is not large, and the minimum wage standard is in line with the actual situation. The piecework and fixed wage are more reasonable and take account of the development needs of the industry.
