China Leather Association Conducts On-Site Research And Technical Symposium In Jiaxing, Zhejiang

In order to implement the relevant requirements of the implementation plan for controlling pollutant discharge permit system, the compilation of the technical specification for the application and issuance of emission permits for tannery industry (hereinafter referred to as the "technical specification") was carried out. The environmental protection department of the Ministry of environmental protection organized the research group of the China Leather Association, the China Environmental Science Research Institute, the environmental protection planning department of the Ministry of environmental protection, the Ministry of environmental protection evaluation center, the Tianjin environmental monitoring center and the light industry environmental protection research institute, and went to Jiaxing, Zhejiang, on March 7, 2017 -10, to conduct on-site research and technical discussions on the leather industry in Tongxiang and Haining.

Under the organization of the water environmental management department of the Ministry of environmental protection, the first meeting was held in Tongxiang. Wang Huansong, director of the water environmental management department of the Ministry of environmental protection, introduced the background and on-site research work of the application and issuance of technical specifications for the sewage permit application in the tanning industry, defined the division of responsibilities in all aspects, and established the communication and coordination mechanism between the special groups of sewage permits, the pilot provinces and cities, the technical support units, and the pilot enterprises.

In view of the specific research items, the director of the "technical specification" establishment group, Chen Zhanguang, Secretary General of the China Leather Association, made specific instructions.

Emphasis is laid on the application scope of the waste discharge permit in tanning industry, in accordance with the principle of "first, then later", including tanning process (including Retanning Process).

In 2017, the key management of pollutant discharge permit was implemented. For the enterprises starting from the green leather, in view of the low discharge of waste water and the low emission of VOC, such enterprises implemented simplified management in 2020. For fur processing enterprises, the technical specifications will be separately formulated and implemented in 2020.

In addition, Secretary General Chen also introduced the key points and difficulties in the reporting requirements of enterprises, the corresponding discharge outlets and permitted discharge limits, the accounting methods of reference discharge for different processes and products, and the conversion of skins.

As the "technical specification" is the guiding document of the effluent units of the tannery industry to fill in the application form of the pollutant discharge permit and to fill in the relevant application information on the Internet, the China Leather Association, as the first unit, will listen to the opinion of the enterprise representative carefully and make a reasonable modification to the "technical specification" according to the actual situation of the industry.

According to the overall deployment of the work, it is expected that the first draft will be formally formed at the end of March, and then the opinions of all parties will be solicited and released in June.
