China Has Implemented AEO Mutual Recognition With 14 Countries Along The Belt And Road.

The reporter learned from the General Administration of Customs: at present, China has signed the mutual recognition arrangement of "certified operators" (AEO), including 14 countries along the "one belt and one road", to achieve smooth trade flow in 36 countries and regions of 9 economies including the European Union, Singapore, South Korea, Switzerland, New Zealand, Japan, Israel and Australia.

The "certified operator" system is an important system advocated by the world customs organization to achieve the goal of the framework of the global trade safety and convenience standard, and to establish a partnership between customs and business.

Customs through mutual recognition of AEO cooperation, mutual recognition of the other countries (regions) AEO enterprise qualification, and provide customs clearance measures.

For example, we should directly enjoy the differential inspection and supervision measures based on credit management, which are applicable to lower inspection rates, giving priority to customs business, setting up liaison officers, and giving priority to customs clearance at a very early stage. This will greatly reduce the time of enterprise clearance, minimize the trade cost of import and export enterprises, and enhance the market competitiveness of enterprises.

Recently, the General Administration of Customs has fully promoted the process of AEO mutual recognition and consultation with the countries along the belt and the main trading nations.

During the upcoming second International Cooperation Summit Forum, China's customs will sign bilateral AEO mutual recognition arrangements with Belarus, Kazakhstan and Uruguay, which is newly joined in the "one belt and one road initiative", and sign the Sino Russian customs AEO mutual recognition action plan with Russia.

At present, the General Administration of Customs has basically completed mutual recognition with Mongolia and other national customs, and is expected to realize mutual recognition within the year.

In addition, the General Administration of customs is actively promoting the AEO mutual recognition negotiations with Iran and other 10 countries along the "one belt and one road" customs.
