China Textile Alliance: Impact Of Epidemic Situation On Economic Development Of Textile And Garment Industry Cluster
10-13 February: the textile industry cluster working committee carried out a special investigation on the epidemic situation in the pilot area of the textile and garment industry cluster. The survey received 152 valid questionnaires from the pilot areas of industrial clusters. The key industrial categories in the pilot area include spinning and weaving, clothing and apparel, printing and dyeing, knitted fabrics, home textiles and industrial textiles.
From the perspective of regional distribution, the eastern region accounted for 81% of the industrial cluster, while the central region accounted for 16%, while the western region accounted for 3%.
Judging from the scale of the pilot area, 9 of the annual sales volume is more than 100 billion yuan, accounting for 5.92%; the total annual sales volume of 500-1000 billion yuan is 23, accounting for 15.13%; annual sales volume of 200-500 billion yuan is 29, accounting for 19.08%;
From the number of employees in the pilot area, 15 of the 200 thousand or more employees accounted for 9.87%, accounting for 9.87% of the 15-20 employees, 5.26% of the total number of employees, 19 of the 10-15 employees, 12.5% of them, and 5-10 of the 5-10 employees.
The epidemic affected the income and profits of cluster areas in the first quarter, and the situation of resumption of work and resumption of production was not optimistic.
Research shows that as at 20:00 on February 13th, there were 30 pilot industrial clusters, accounting for 20%. About 31 pilot areas are expected to start before February 17th, accounting for about 20%. 46 pilot areas are expected to start before the end of February, accounting for about 30%. In addition, 30% of the cases should be monitored according to the progress of the epidemic.
It is estimated that by the end of February, about 38% of the pilot areas will be able to restore capacity to 20%-50%; 22% of them can be restored to 50%-70%; with a more optimistic estimate that only 70% of the 13 pilot areas can be recovered, accounting for 8.55%.
The main reasons that affect the resumption and resumption of production in the region are: the prevention and control of epidemic situation and the failure to start up in the first five aspects: the staff can not be in place, the labor supply is insufficient, transportation and logistics are blocked, market demand is reduced, orders are insufficient, and equipment, raw materials and so on are in short supply.
From the first quarter of the main business income, compared with the same period last year, it is expected to reduce about 30%, accounting for 38.82%; 50% or less, accounting for 31.58%; reduce more than 70%, accounting for 19.74%.
From the first quarter profit situation, compared with the previous year, 28.29% of the pilot areas will drop by more than 70%; 33.55% of the pilot areas will drop by about 50%; 24.34% of the pilot areas will be reduced by about 30%. The drop in profit is less than 10%, only 11.18%.
On the whole, the main problems of sustainable development of the industrial economy in the first half of this year due to the outbreak of the epidemic include the following five aspects: first, it is difficult to improve the problem of underemployment; (76.97%) it is difficult to improve the labor shortage; (74.34%) it is difficult to improve the transportation and logistics (65.79%); four is the supply chain resources cooperation, the procurement of raw and auxiliary materials, and so on. According to the survey, 58 of the 152 industrial clusters are mainly foreign trade, accounting for 38.16%. Among them, 43 industrial cluster pilot areas have annual sales of less than 20 billion yuan, accounting for 74.14%; the number of employees in the pilot area is generally below 50 thousand. The United States, the European Union and the Japanese market are also the regular main market of these industrial clusters.
Judging from the sales situation in the first quarter, 36.84% of the pilot areas are expected to drop by 30% over the previous year, and 31.58% of the pilot areas are expected to drop by 50% over the previous year, and 29.61% of the pilot areas are expected to fall by 70% over the previous year.
Opinions and suggestions on developing regional industrial economic policies under epidemic situation
From the survey, up to February 13th, 144 provincial governments of industrial clusters have already issued relevant policies to support the development of small and medium enterprises affected by the epidemic, accounting for 94.74%. 5.26% of the provincial governments at the provincial level have yet to have corresponding support policies.
In the policy of supporting the development of small and micro enterprises by various provincial governments, the pilot units considered that the most helpful ones were:
First, increase financial and tax support for small and micro enterprises, reduce or postpone payment of taxes and fees for small and micro enterprises.
The two is to reduce the cost of electricity, gas and logistics for small and micro enterprises, and effectively lighten the burden of small and micro enterprises.
Three, we should suspend social insurance premiums and reclaim unemployment insurance premiums.

Policy needs and suggestions for pilot areas of industrial clusters:
As far as the current research findings are concerned, there are still some difficulties for most industrial clusters to increase their efforts to support industrial development within their own regions. Under the present circumstances, 92 pilot areas (more than 60%) have generally attached more importance to the following policy needs and suggestions:
First, it is suggested that the finance and taxation departments at higher levels should give special compensation to the epidemic period and the tax relief policy during the duration of the epidemic (within 3-6 months), or deduct directly from the level.
Two, it is suggested that the upper level financial funds give special subsidies to the region's epidemic prevention work.
Three, it is recommended to implement and simplify the policy of approving the interest rate reduction or delay payment of bank loans during the epidemic period and the duration of the epidemic (within 3-6 months).
Four, it is suggested that higher level financial funds be allocated to support and help small and medium enterprises to reduce part of the factory rent and equipment rent.
Five, it is suggested that priority should be given to ensuring logistics, transportation intercity and inter provincial linkage, so as to ensure that goods are accelerated and accessible.
Six, it is recommended to implement and simplify the policy of postponed payment of social security during the epidemic period and the duration of the epidemic (3-6 months).
Seven, it is suggested to set up a special fund for foreign trade to help foreign trade enterprises tide over difficulties and give subsidies to enterprises with large export losses.
Eight, it is suggested to support regional business enterprises to play a role in promoting the efficiency of domestic trade and the development of online transactions.
The pilot areas also put forward more specific opinions and suggestions on the service of the industry. The key points include five aspects:

We should quickly and effectively classify and reorganize the textile industry's textile and chemical fiber enterprises' rework process, and try to rearrange and approve the enterprises that meet the requirements, and guide enterprises to start and resume work as soon as possible in a safe, stable and orderly manner.
We will analyze and guide the future industrial economic situation in the pilot areas of industrial clusters. Based on the control of epidemic situation, reduce the loss of orders due to the failure of customers who could not reproduce their production. We should speed up the upgrading of industries and provide support for personnel, equipment and technology.
At the same time, we hope to co-ordinate and coordinate regional development and complement each other in order to make up for the harm brought by the epidemic. Coordinate industrial resources, broaden channels and establish industrial collaborative supply chain. Increase the connection with various industrial clusters and realize the interconnection and interaction with upstream and downstream industries. To help solve the problem of convergence between upstream and downstream enterprises in the industrial chain, the whole industry chain enterprises are working hand in hand to tide over difficulties. We should strengthen cooperation between upstream and downstream, open up overseas markets, encourage industry morale, and guide the development of the industry from a global perspective.

Under the conditions of re employment permit, the government departments concerned should be encouraged to strengthen the protection materials for the resumed enterprises. Because today's protective materials are heavily requisitioned, protection after reemployment is equally important. It is particularly urgent to provide procurement channels for epidemic prevention materials and coordinate masks and protective clothing.
At the same time, we hope to coordinate staff return to work. At present, there is an urgent need to solve the problem of returning employees from other places, especially in Hubei, Anhui and Henan.
The three is to coordinate the relevant ministries and commissions to solve the logistics and transportation problems in a timely manner.
It is suggested that the association communicate with the relevant ministries and departments to ensure timely transportation and logistics problems. At present, the export enterprises concerned with foreign trade can not deliver the goods on time, and they are faced with the responsibility of compensation. We hope to coordinate the relevant departments to attach importance to and help solve them. First, we must ensure that the order can be delivered on time. The two is to coordinate the logistics problem as soon as possible so that the goods produced by the factory can be shipped out in time to reduce the loss.
The four is to seek support policies from relevant departments.
It calls on industry associations to introduce special support policies for traditional textile industry and textile industrial cluster areas, and provide industrial development funds and support for SME development funds for the transformation and upgrading of textile industry. Support the high quality development of textile industry.
It is hoped that the local association can coordinate the government to implement the policy of supporting enterprises during the epidemic as soon as possible, and establish international procurement channels and platforms to stimulate market demand.
It is hoped that the trade associations at all levels can timely reflect the pressure of corporate taxes and social security, and the problems of financing and financing difficulties for small and medium-sized garment enterprises. It calls on the state to introduce relevant tax reduction and tariff reduction policies to the textile industry, increase financial and technical support for policy support, give tax relief to relevant tax policies, and allow enterprises to get through the urgent need; and to suspend or exempt enterprises from difficulties. Insurance and related taxes and fees, supplementary cash flow, quick loan in place, tax and fee waiver, interest rate, and the establishment of a special support for textile industry funds to support the survival and development of enterprises.
Five, we should provide guidance, assistance to policy makers, technology, market and resources for the enterprises that transform the production of epidemic prevention materials.
Several industrial cluster pilot areas have proposed that industry associations can give advice on the transformation of enterprises to produce epidemic prevention materials. Enterprises want to transform the production of disposable dust respirators for epidemic prevention materials. On the one hand, they should cooperate with the needs of the government, and on the other hand, solve the bottleneck problems in the current market in line with market demand, but the transformation and transformation need industry guidance.
