Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Commerce and the State Administration of Market Supervision jointly released the Implementation Plan for Quality Improvement and Upgrading of Textile Industry (2023-2025) (hereinafter referred to as the Implementation Plan). China's textile industry has formed the world's largest and most complete industrial system, with fiber processing accounting for more than 50% of the world's total, and textile and clothing exports accounting for more than 1/3 of the world's total. Since the "14th Five Year Plan", China's textile industry has made overall plans for epidemic prevention and control and industrial development. The industrial scale has remained stable, scientific and technological innovation has been steadily improved, fashion and brand leadership has been constantly enhanced, the green manufacturing system has been initially established, the industrial structure has been continuously optimized, and the foundation of industrial advantages has been consolidated.

Textile industry is an important part of the national economy and manufacturing industry. To comprehensively promote new industrialization is an important focus to achieve high-quality development of the industry, and is also a strategic choice to build new competitive advantages. 2、 Overall ideas and objectives of the Implementation Plan

The Implementation Plan adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implements the new development concept, takes high-quality development as the theme, organically combines expanding market demand with deepening supply side structural reform, and deeply promotes the action of increasing varieties, improving quality and creating "three brands", Expand the space for industrial development and promote the upgrading of the textile industry.

The Implementation Plan proposes that by 2025, substantial progress will be made in the construction of the modern textile industry system, with the R&D investment intensity of textile enterprises above the designated size reaching 1.3%, 70% of textile enterprises above the designated size basically realizing digital networking, further reducing the energy and water resource consumption per unit of industrial added value, and continuously reducing the emission intensity of major pollutants, The quality and scale of waste textile recycling have been continuously improved, and 20 world-famous enterprise brands and regional brands have been formed.

3、 Key tasks of the Implementation Plan

Focusing on the development goals, the Implementation Plan proposes seven key tasks from innovation driven, product upgrading, intelligent transformation, green and low-carbon, brand cultivation, supply optimization, and open cooperation.

First, accelerate innovation driven development and enhance independent innovation capability. 4、 Safeguard measures of the Implementation Plan

In order to promote the smooth implementation of various goals and key tasks, the Implementation Plan proposes five safeguard measures.
