Tong Jisheng, member of the Standing Committee of the CPPCC Municipal Committee, made a speech, calling for multiple measures to promote the stability of foreign trade and foreign capital in Shanghai.

　　 "Against the background of more complex external environment and increased uncertainty, the development of foreign trade and foreign investment in Shanghai is facing challenges, which also poses great challenges to the advantages of China's traditional industrial chain." Tong Jisheng suggested that Shanghai should strengthen the reform of traditional foreign trade to new foreign trade, earnestly summarize the historical experience and shortcomings of foreign trade and foreign investment in Shanghai, overcome path dependence, and promote the "construction team leader" Spirit, "little tiger" style, break through bottlenecks and glass doors, set up new customs, tax, visa, foreign exchange and other foreign-related economic all factor unified service windows, and create a national leading one-stop new trade fast service ecological environment. Support state-owned enterprises to establish a large foreign trade blockchain platform, enhance enterprise expectations, attract large, medium, small and micro enterprises at home and abroad to carry out import and export trade directly or through transit through this platform, and effectively expand capacity, increase quantity and improve quality.

　　 At the same time, we should seize the opportunity to reshape the international trade pattern, seize the first mover advantage, and enhance the function of a high-level new trade center. Tong Jisheng suggested to formulate support policies for new business types such as overseas processing trade, border processing trade, offshore trade, entrepot trade, digital trade and service trade; Formulate policies to attract domestic and foreign brands, manufacturers, and service providers to settle in Shanghai Hongqiao Pinhui, and provide convenience of "purchase collection and distribution convenience+special tax policy+integrated multimodal transport+cross-border supply chain flexibility service+Shanghai settlement of orders in Shanghai"; Formulate policies to promote two-way economic and trade empowerment of Shanghai Sister Cities; Formulate support policies for overseas exhibitions, overseas warehouses, overseas channels, overseas showroom, and overseas supply chain construction; Formulate flexible overseas partner and firewall company policies to benefit win-win and avoid risks.

Tong Jisheng appeals to further build Shanghai into an international new fashion consumption center. On the one hand, improve the fashion degree of the construction of Shanghai as an international consumption center city, transform the genes of Shanghai's red culture, Shanghai style culture and Jiangnan culture into new quality productivity, and open a new fashion world for the integration of eastern and western cultures; On the other hand, we will formulate supporting policies to support Shanghai Fashion Week, Shanghai Pet Fashion Week, and Shanghai International Culture and Art Festival, lead the economic development of Shanghai's fashion industry with "science, technology, culture and art", drive consumption upgrading, promote import and export trade, attract global buyers and consumers to place orders in Shanghai, and expand trade increment.
