Internally: the driving force for enhancing the sustainable development of the industry

When it comes to building the internal driving force for the sustainable development of industries, Jiang Jinliang, deputy district head, said that Xiaoshan district will start from the following aspects: innovation, brand, energy saving and technological progress, and jointly promote the further development of Xiaoshan textile and chemical fiber industry through government guidance and enterprise efforts.

First of all, we must base ourselves on independent innovation.

The development of Xiaoshan area has always attached importance to increasing investment in science and technology, accelerating the construction of technology centers, and constructing four level technological innovation platforms of national, provincial, municipal and district levels, including 1 state-level technology centers, 3 Zhejiang provincial technology centers, 11 Hangzhou municipal technology centers and 26 Shaw level technology centers.

In October 2007, the textile industry (Zhejiang) textile product testing center was officially launched.

At the same time, we should actively guide textile and chemical fiber enterprises to enhance the level of independent innovation by strengthening cooperation in production, teaching and research.

Second, promote brand building.

Brand building is the core competitiveness of enterprises' sustainable development. Jiang Jinliang, deputy head of Xiaoshan, introduced 3 famous Chinese brands, 2 national inspection free products and 1 well-known trademarks in China in recent years.

Mainly include: "HENGYI" brand polyester filament (national inspection free product); "RONGXIANG" brand polyester filament (national inspection free product); "Li Da" brand viscose staple fiber; China well known trademark "RONGXIANG" brand.

Third, promote energy conservation and emission reduction.

In the "11th Five-Year plan" of Xiaoshan District, the target of comprehensive energy consumption per unit of GDP decreased by 20% in 2010, and a plan for developing a recycling economy in Xiaoshan District in 2006~2015 was put forward.

During the period 2006~2007, 17 projects in the industry were included in the key projects of energy conservation and consumption reduction in Xiaoshan.

In 2006 and 2007, the comprehensive energy consumption per unit GDP decreased by 8.05%, which laid a good foundation for the completion of the 11th Five-Year target.

Polyester, viscose, spandex and nylon output energy consumption per 10000 yuan is far lower than the national average.

In the process of implementing energy saving and consumption reduction, Xiaoshan district should pay attention to speeding up the implementation of cleaner production, vigorously developing the circular economy, building the "1511" demonstration project (creating 1 circular economy demonstration blocks, 5 circular economy industrial functional blocks, 10 circular economy demonstration enterprises, and 100 clean production pilot enterprises).

Since 2004, the region has implemented cleaner production pilot projects in 126 enterprises, including 53 textile and chemical fiber enterprises, which have passed 36 acceptance tests, and made a series of achievements in comprehensive utilization and recycling of resources.

Jiang Jinliang, deputy district head, said: "after several years of efforts, all the enterprises in the textile and chemical fiber industry of Xiaoshan have achieved sewage treatment and pollutant reduction, and substantial progress has been made.

In 2007, the total amount of chemical oxygen demand (COD) in our district dropped by 7.78% compared with the previous year, and the total amount of sulfur dioxide (SO2) emissions was reduced by 4% over the previous year.

Fourth, rely on technological progress.

The key enterprises in Xiaoshan chemical fiber industry have adopted new technologies and new methods through technological progress and independent innovation. They have also taken the lead in the process of promoting energy saving and emission reduction and promoting the healthy and sustainable development of the industry.

For example, Rongsheng chemical fiber group first took the gas tower in the industry, and the organic waste gas after gas extraction was sent into the hot coal stove for incineration. The COD emissions and the subsequent wastewater treatment were reduced. The wastewater treatment and reuse rate reached 80%. Through the pformation of the esterification system, the energy saving of the waste heat of the ester chemical tower and the retrofit of the pre shrinking system could save electricity for 3 million degrees / years.

Zhejiang Fu Li Da Fiber Co., Ltd. used advanced two impregnation process in the production of viscose, reducing the consumption of sulphuric acid, caustic soda and carbon disulfide by 20%. Adjusting the spinning process, using low zinc spinning, the consumption of zinc sulphate dropped from conventional 40kg/t to 17kg/t.

Objective: to enter the headquarters of chemical fiber industry.

In summing up the achievements of sustainable development in recent years, deputy district governor Jiang Jinliang also pointed out the difficulties and problems currently facing Xiaoshan district.

First of all, the contradiction between natural resources constraints has become increasingly prominent. The road to energy conservation and emission reduction is still a long way to go. At the same time, the appreciation of the renminbi, the increase in bank reserve ratio, the reduction of the export tax rebate rate and the sharp increase in labor costs have led to a continuous decline in the profit margins of enterprises. If the energy conservation and emission reduction is not intensified, the development of enterprises will be difficult to sustain.

Besides, the main problems existing in the sustainable development of chemical fiber industry are as follows: extensive growth mode still exists; independent innovation ability is weak; independent brand construction still needs efforts; the overall equipment level of textile chemical fiber industry chain needs to be further improved; and the ability to cope with international market needs to be improved.

In the face of these difficulties and problems in the textile and chemical fiber industry, Xiaoshan district has adopted the following measures: optimizing product structure, upgrading grades and added value of products, implementing brand strategy to meet the challenges of market competition, establishing an early warning mechanism for export trade, avoiding operational risks, integrating resources advantages, realizing industrial pformation, further promoting energy conservation and emission reduction, and developing circular economy.

Finally, Jiang Jinliang, the deputy head of the District, confidently pointed out the goal of the textile chemical fiber industry in Xiaoshan District: "to achieve a healthy and smooth operation of the industry, the optimization and upgrading of the industrial structure and the remarkable improvement of the efficiency of the utilization of resources."
