    Enterprises with normal production and operation but slow growth in economic benefits can arrange wage growth for workers on the basis of no lower than the lower standard.

    With the agreement of the trade union or the workers' representatives, the enterprises with a larger economic loss or larger losses can be arranged according to the lower line, but the wages paid to the workers can not be lower than the local minimum wage standards.

    For the production line workers, the "notice" has been specially taken care of. "The workers who pay less than 60% or more than two years of average wage growth and slow wage growth should be tilted".
