    How should trade union organizations play their role?

    The reporter interviewed Qiao Chuanxiu, deputy chairman of the National People's Congress, vice president of the all China Federation of trade unions and Secretary of the Secretariat.



    Reporter: this government work report clearly put forward the need to increase the proportion of labor remuneration in the initial distribution. What do you think of it?



    Qiao Chuanxiu: as a trade union worker, both hands support and feel happy.

    A series of people's livelihood policies put forward by Premier Wen Jiabao on behalf of the State Council's work report fully embody the aspirations and expectations of the broad masses of workers and workers, and is also looked forward to by all trade union organizations at all levels.

    To improve the proportion of labor remuneration in the initial distribution, the government's work report has identified a series of measures, including ensuring the payment of migrant workers' wages in time and in full, raising the level of wages of employees, improving the basic pension level of retirees, and improving the social security system.

    As the representative of workers' interests, trade unions will give full play to the advantages and functions of trade union organizations and actively cooperate with the government to achieve their goals and requirements.



    Reporter: how to improve the wage level of employees?



    Qiao Chuanxiu: it is a arduous and arduous task to implement Premier Wen's task objectives in the government work report and raise the wages level of the employees.

    In recent years, the wages of workers have been increasing rapidly on the basis of rapid economic development.

    At present, the protection of labor and economic rights and interests of workers is generally good, but there are still some problems that can not be ignored. For example, the proportion of residents' income in national income is low, the proportion of labor remuneration has been decreasing gradually, the wage level of workers in labor-intensive industries is relatively low, the wage gap of workers in different industries has widened, the wage level of employees in private enterprises is relatively low, and wage increases are relatively small;



    In view of these circumstances, first of all, we need to better unify our ideological understanding in all aspects, and attach great importance to improving the wage level of enterprises and workers, and formulate and implement effective measures in the height of implementing Scientific Outlook on Development and building a harmonious socialist society.

    Secondly, we should increase the intensity of legislation and labor law enforcement supervision, especially with the implementation of the labor contract law as a good opportunity to effectively investigate and punish illegal cases that infringe upon the legitimate rights and interests of workers, and urge enterprises to run law-abiding, so as to provide a strong legal guarantee for improving the wage level of employees.

    At the same time, the government should strengthen macroeconomic regulation and control, establish and improve the normal wage growth mechanism and payment guarantee mechanism.

    On the one hand, we should increase the wage growth of workers into the social and economic development plan, gradually adjust and raise the minimum wage standard according to the improvement of the level of economic and social development; on the other hand, we should increase the wage level of the workers and staff members into the assessment of the objectives of the work of the government, strengthen their responsibilities, ensure the implementation and win the trust of the workers and staff members.

    In addition, we should actively promote enterprises to establish and improve the wage sharing mechanism, so as to achieve collective wage negotiations and ensure that workers can express their demands in terms of wages.



    Reporter: how should trade union organizations play their role?



    Qiao Chuanxiu: I think trade unions at all levels should play a role in the following aspects:



    First of all, trade union cadres at all levels should really take the feelings and responsibilities with them, go deep into the grass-roots units, go deep into the enterprises, go deep into the staff and workers, conscientiously observe the actual living conditions of the staff and workers and their demands, opinions and suggestions on wage income, increase the investigation on the wage status and social distribution of workers, and comprehensively, truthfully and objectively grasp the situations and problems, laying the foundation for the government's decision-making and the trade union's direct coordination of wage distribution and adjustment.



    Secondly, we should promote the rational and timely adjustment of local minimum wage standards through the three party consultation system of labor relations, so that the majority of employees can share the fruits of reform and development.



    Moreover, we should help and guide workers to actively express their demands in signing labor contracts and renewing labor contracts, and put forward their own reasonable wage standards. In particular, we should encourage and support workers to organize collective wage negotiations through the strength of trade unions, establish reasonable wage growth mechanisms within enterprises or within the industry, and supervise enterprises in accordance with the law to implement standards and obligations stipulated in laws, regulations, labor contracts and collective contracts, pay wages in time and in full, and pay social insurance premiums on time and in full.

    To this end, the trade union itself should strengthen its quality and capacity building, especially to enhance the ability and level of trade union cadres to coordinate labor relations and carry out collective consultation.



    In addition, we should increase publicity and public opinion guidance so that business operators realize that paying wages and constantly adjusting wage standards are the obligations of enterprises.

    At the same time, we must educate and guide workers to have reasonable psychological expectations for wage growth and income distribution fairness. We should strive to find the best meeting point between wages and costs, between benefits and fairness, and achieve a win-win situation of lawful, reasonable and harmonious labor relations.
