    Changsha Will Set New Rules: 500 Or More Enterprises Pay Collective Bargaining.

    Zhao Xiangping, director of the Hunan Provincial Department of labor and social security, revealed today that from next year, our province will establish a standardized system to ensure the wages of workers are paid on time, especially the wages of migrant workers.


    He pointed out that one is to set up a labor contract system, to regulate the rights and obligations of both sides by using labor contracts, and to regard the issue of wages as a key point in the labor contract.

    Second, our province is going to set up wage collective bargaining and consultation system in enterprises with more than 500 people. The enterprises of these 500 people can not be counted by the boss when they talk about wages. They are collectively negotiated by workers or trade union organizations, and their labor remuneration is determined under the guidance of labor and social security departments.

    Third, we should comprehensively implement the wage guarantee system in all the employing units that have had arrears of wages; fourth, amend the Provisional Regulations on wages payment issued by the Hunan provincial government, and raise the level of law, prepare for submission to discuss it, and introduce a regulation or stipulation of wage protection in Hunan, so as to better ensure the implementation of wages by means of the legal system.
