Notice On Issuing The Catalogue Of Charges For Nationwide And Central Administrative Units In 2007

In accordance with relevant laws, administrative regulations, and the State Council or the Ministry of Finance and the national development and Reform Commission approved the establishment, adjustment and cancellation of administrative fees and charges, we compiled the catalogue of administrative and institutional fees items of the national and central departments and units in 2007 on the basis of the catalogue of administrative and institutional fees items of the national and central departments and units in 2006 (see annex, hereinafter referred to as the "charge catalogue").

The following matters are hereby notified as follows:

1. The administrative fees charged in the catalogue of charges shall be the administrative fees charged by the national and central departments and units that are still being implemented as of December 31, 2007. The specific scope of collection, the standard of collection and the way of fund management shall be carried out in accordance with the documents specified in the charging catalogue.

Two, before December 31, 2007, the administrative fees of the national and central departments and units shall be based on the "charging catalogue".

Citizens, legal persons and other social organizations should refuse to pay any documents that are not included in the catalogue of fees and the catalogue of fees charged by administrative departments according to the regulations.

After January 1, 2008, administrative and institutional fees for new or adjusted national and central departments and units shall be implemented in accordance with the relevant provisions of the Ministry of Finance and the national development and Reform Commission. The newly added or adjusted administrative and industrial fees charged by provinces, autonomous regions and municipalities directly under the central government shall be implemented in accordance with the provisions of the departments of Finance and price administration of provinces, autonomous regions and municipalities directly under the central government.

Three, the financial departments of all provinces, autonomous regions and municipalities directly under the central government shall, together with the competent price departments, compile catalogues of Administrative Undertakings approved by the people's governments of all provinces, autonomous regions and municipalities directly under the central government and their competent departments of Finance and price, which are still being implemented in the administrative region as at December 31, 2007, in accordance with the charge catalogue.

At the same time, the catalogue of fees in the region should be reported to the Ministry of Finance and the national development and Reform Commission for record before May 1, 2008 (summarized in EXCEL, reported to floppy disks or sent by e-mail).
