The following opinions are put forward:
I. guiding ideology and general objectives
Guided by Deng Xiaoping theory and the important thought of "Three Represents", we carried out the Scientific Outlook on Development in an all-round way, focused on the central task of serving the economy and social development, comprehensively cleaned up charges related to enterprises, and dealt with the burden of increasing the burden of enterprises.
Through special management, we should abolish illegal charging projects related to enterprises, reduce overcharging standards, standardize trade associations and market intermediary organizations' related enterprises' service and charging behaviors, eliminate arbitrary charges, unauthorized sponsorship and various apportionment activities, implement various policies and measures to promote enterprises' legal work, and establish a long-term mechanism to lighten the burden on enterprises, so as to create a favorable external environment for the healthy development of enterprises.
Two. Main tasks
(1) to regulate and standardize the charges related to enterprises.
One is to clean up related businesses.
Administrative cause

The charging items that do not conform to the charging regulations and actual conditions will be abolished and the standard of excessive charges should be resolutely reduced.
The two is to standardize service charges related to enterprises.
We should conduct a comprehensive clean-up of service charges related to enterprises and institutions, and formulate regulations on the management of service charges for enterprises and standardize the charging behavior.
Three is to increase the supervision and inspection of charges related to enterprises.
It focuses on the special inspection of the charge of quality supervision, inspection and quarantine, land, housing, urban and rural construction, pportation, environmental protection and other industries and fees, trade associations and market intermediary organizations.
This work is in accordance with the overall deployment of the 14 departments of the national development and Reform Commission, the notice on carrying out the regulation and regulation of charges related to enterprises' charging ([2010]794), and the notice of the national development and Reform Commission on regulating and standardizing the operation of service charges ([2010]877). The Ministry of Finance and the national development and Reform Commission (NDRC) Notice on cleaning up and standardizing related administrative charges for enterprises (Finance [2010]32), the national development and Reform Commission, the Ministry of Finance and the Ministry of Civil Affairs ("Ministry of finance" and "Ministry of civil affairs") issued a notice on regulating and standardizing the charges of social organizations (the 2010]1182 document).
(two) clean up and rectify the acts of apportionment, demand for sponsorship and free possession of property and other assets of enterprises.
(1) rectify and investigate the acts of indiscriminate distribution of enterprises, illegal fund-raising, and forcing enterprises to adverb and ask for sponsorship; (2) correct and investigate and punish the mandatory assignment of newspapers, periodicals, audio-visual products and mandatory enterprises to participate in unnecessary meetings, training, exhibitions, academic research and technical assessment, etc.; (3) correct and investigate compulsory enterprises to join associations, societies, research institutes, etc.; (4) correct and investigate organs, public institutions and their staff to reimburse all kinds of expenses; (5) correct and investigate and approve the donation and donation of state-owned enterprises without the approval of the investors.
(three) supervise and implement various policies and measures to support enterprises.
All regions and departments concerned should seriously sort out, summarize and publicize the various policies and measures of the Party Central Committee, the State Council and local governments to deal with the financial crisis, and the leading bodies of special management to reduce the burden of enterprises should organize the inspection of the implementation of various policies for the enterprises.
(four) establish a long-term mechanism to lighten the burden on enterprises.
Governments at all levels should further improve the leadership system and working mechanism to lighten the burden of enterprises, speed up the legalization and institutionalization of enterprises' burden reduction, improve the charging policies and measures related to enterprises, strengthen the examination and approval, collection and use management of enterprises' fees, strictly enforce the charging and registration system for enterprises concerned, further improve the auditing system for reducing the burden of enterprises by government departments, improve the burden supervision system of enterprises, especially small and medium-sized enterprises, strengthen both the root cause and the root causes, and actively explore the long-term governance mechanism to lighten the burden on enterprises.
Three, implementation steps
The special treatment started in May 2010 and ended in December 31, 2010. It is divided into four stages:

3, all regions and relevant departments should implement the spirit of the national teleconference on special treatment, establish corresponding organization and working mechanism according to the actual situation of the region and departments, formulate special work plan, and complete the mobilization and deployment of work.
In early July, the office of the inter ministerial leadership group presented the implementation plan and the special management plan.

In accordance with the work plan, all regions should focus on grass-roots units, weak links and prominent problems, and carry out self-examination and self correction.
Combing various policy measures, checking the implementation and existing problems, correcting the behavior of increasing the burden of enterprises, such as arbitrary charges, unauthorized sponsorship and various assessments, and carrying out investigation and evaluation and root cause analysis on the burdens of heavier enterprises, establishing relevant systems, and conscientiously filling in the statistical table for reducing the special burden of enterprises' burdens (see Annex).
Written reports will be formed before the end of August and submitted to the office of the inter ministerial leadership group, together with the statistical tables.
The relevant departments of the State Council are responsible for the self checking and self correcting work of their departments, their units and social organizations, and guide the special management of the system.
In the work of self-examination and self correction, all regions and relevant departments should strengthen their work guidance and supervision, and timely handle or solve the problems reflected by enterprises.
(three) check for rectification (September -10 end)
On the basis of self-examination and self correction work, all regions and relevant departments should organize the inspection of special treatment.
We should focus on checking the problems that the enterprises in this region and their departments are facing.
Through inspection, summing up experience, finding problems and urging rectification.
The inter ministerial leading group will conduct spot checks on the basis of inspection by various regions and departments concerned.
Timely promotion and publicity of typical experience; supervision and rectification of problems found in spot checks; serious violations and disciplinary actions should be dealt with severely; and typical cases should be publicly exposed.
(four) summary report (end of November -12)
All regions and departments concerned have carried out a summary of the special management work. The contents include: organization of work, achievements, problems, and measures and suggestions for further work. They will be submitted to the office of the inter ministerial leadership group before the end of November.
On the basis of summarizing the situation of various regions and relevant departments, the inter ministerial leadership group comprehensively summarized the special management work, and put forward suggestions and suggestions for further improving the burden reduction work of enterprises, and submitted them to the State Council and the Central Commission for discipline inspection before the end of December.
Four, job requirements
(1) raising awareness and strengthening leadership.
All regions and relevant departments should fully understand the importance of carrying out the special management of lightening the burden of enterprises from the following aspects: coping with the international financial crisis, implementing the Scientific Outlook on Development, building a socialist market economic system, consolidating the party's ruling foundation and building a harmonious socialist society. We should enhance our political awareness, overall sense and sense of responsibility. We will include special management in the important agenda of our region and our department, and strengthen our work organization and policy guidance so as to ensure the implementation of our work.
All localities should give full play to the role of working organizations to lighten the burden of enterprises, and make unified arrangements and unified arrangements.
(two) clarify responsibilities and attach importance to coordination.
Special treatment is carried out from top to bottom, combined with each other, and each is responsible.
According to the principle of "who is in charge and who is responsible", the Ministry of industry and information technology should do well in the work of overall coordination, supervision and inspection, information and briefing.
The relevant departments under the State Council shall, in accordance with their functions and their respective leading tasks or responsibilities, organize and formulate supporting implementation measures in a timely manner so as to guide the system to carry out special management work.
The competent units of various social organizations are responsible for the governance of their affiliated social organizations.
The leading group of all locals should be unified under the leadership of the local government, make clear division of labor, establish and improve the responsibility system of member units, coordinate with each other, closely cooperate with each other, and play the combined role of the functions of member units.
(three) highlight the key points and guide them.
We should reduce the burden of small and medium-sized enterprises as the focus of the work of lightening the burden of enterprises, conscientiously implement the relevant provisions of the State Council on further promoting the development of small and medium-sized enterprises ([2009]36), and strive to create a relaxed environment for the development of SMEs.
We should conscientiously do a good job in the investigation and analysis of the burden of enterprises, and conduct classified guidance for increasing the unreasonable burden of enterprises and infringing upon the legitimate rights and interests of enterprises. We should pay special attention to exploring and solving the deep-seated problems that cause unreasonable burdens on enterprises, and put forward measures for improvement from the source and the system, so as to achieve both root causes and root causes.
(four) identify problems and deal with them in a timely manner.
All regions and departments concerned should organize the inspection of special treatment for their respective regions and departments.
The inter ministerial leadership group organized special inspections on the basis of self-examination by various regions and departments concerned.
Discipline inspection and supervision organs at all levels should intensify efforts to investigate and punish cases and seriously investigate and deal with violation of discipline.
The problem of violation of discipline must be corrected within a time limit, and the results should be reported step by step.

The relevant departments of the State Council and the leading groups should report the completion of the tasks in a timely manner, and important situations will be reported at any time.

All regions and relevant departments should strengthen the publicity of special management work, guide the community to take active attention and participate in special governance through the form of news media and government websites, and give full play to the supervision role of social public opinion, and form the whole situation of the whole society.
