First, fully understand the importance of vigorously developing industrial design.

Industrial design is based on industrial products as the main object, the comprehensive use of scientific and technological achievements and engineering, aesthetics, psychology, economics and other knowledge, product function, structure, form and packaging and other integrated optimization of innovative activities. The core of industrial design is product design, widely used in light industry, textile, machinery, electronic information and other industries. The industrial design industry is an important part of producer services, and its development level is one of the important signs of industrial competitiveness. Vigorously developing industrial design is an important means to enrich product varieties and enhance added value of products; it is an effective way to create independent brands and enhance industrial competitiveness; it is an objective requirement to transform the mode of economic development and expand consumption demand.

Since reform and opening up, China's industrial design has made considerable progress. At present, industrial design has initially formed industry, especially in economically developed areas, and has begun to take shape. A number of manufacturing enterprises attach great importance to and widely apply industrial design, and have achieved remarkable results; enterprises specializing in industrial design have developed rapidly, and the level of design service has been gradually improved. Some excellent design achievements have gone to the international market; professional talents are constantly expanding, and industrial design education is developing rapidly. However, the development of industrial design in China is still at an initial stage, and there is still a big gap between the requirements of industrial development and the level of developed countries. There are still many outstanding contradictions and problems in the process of development. The main reasons are: lack of understanding of the role of industrial design, lack of attention, lack of high level specialized personnel, weak independent innovation ability, policy support, industry management and intellectual property protection need to be strengthened. All regions and departments concerned should fully understand the importance of vigorously developing industrial design and take effective and effective policies and measures to accelerate the development of industrial design.

Two, promote industrial design Guiding ideology, basic principles and development goals of development

Three, improve the independent innovation ability of industrial design.

(1) strengthening the basic work of industrial design. Scientific research institutions, design institutes and institutions of higher learning are encouraged to carry out basic, universal and prospective industrial design research. Improve the information level of industrial design and support the research, development and application of information technology products such as industrial design related software. Integrate existing resources, establish a practical and efficient public service platform such as basic database of industrial design, resource and information base, and strengthen resource sharing.

(two) establish an industrial design innovation system. We should guide industrial enterprises to attach importance to design innovation and encourage enterprises to set up industrial design centers. The State shall confirm the design center for qualified enterprises. Encourage industrial enterprises, industrial design enterprises, institutions of higher learning and scientific research institutions to establish cooperation mechanisms, and promote the formation of an industrial design innovation system that takes enterprises as the main body, market orientation and production, study and research as a combination.

(three) support the industrialization of industrial design innovation. We will focus on supporting the industrialization of industrial design achievements with independent intellectual property rights in key areas such as promoting industrial upgrading, promoting energy conservation and emission reduction, improving public services and ensuring safe production. We should encourage the development of industrial design projects and products that reflect the traditional Chinese craft and cultural characteristics.

Four, enhance the development level of industrial design industry.

(1) to promote cooperation between industrial enterprises and industrial design enterprises. Industrial enterprises are encouraged to contract outsourced design businesses to industrial design enterprises and expand the industrial design service market. Support industrial enterprises and industrial design enterprises to strengthen various forms of cooperation, through the design and innovation, promote industrial enterprise product upgrading, market development and brand building.

(two) guide the professional development of industrial design enterprises. Encourage industrial design enterprises to strengthen research and development and service capacity building, innovate service mode and improve professional service level. Promoting the merger and reorganization of industrial design enterprises with market orientation, design as the core and capital as the link, and continuously enhance the strength of enterprises.

(three) promote the development of industrial design. All localities are encouraged to establish industrial design industrial parks according to the regional economic development reality and the comparative advantages of industry and resources. We should strengthen the construction of public service platform and attract industrial design enterprises, talents, funds and other elements to gather in the park. We will cultivate and identify a number of state-level industrial design demonstration parks to play a leading role in radiation.

Five, speed up training high-quality talents.

(1) improve the industrial design education system. We should explore the establishment of an educational system and personnel training mode that is conducive to the growth of industrial design talents, and train industrial design compound talents to meet the needs of industrial development. We should strengthen the discipline construction of industrial design in Colleges and universities, increase the support of software and hardware for teaching, scientific research and experiment of industrial design, enhance the level of teachers, and support industrial designers who employ practical experience to teach.

(two) establish and improve the training mechanism for industrial design talents. Support qualified industrial design parks and industrial design enterprises to set up post doctoral research workstations. Encourage qualified enterprises to set up industrial design training bases. Support qualified units to select excellent industrial designers to go abroad for training and learn from foreign advanced industrial design experience. Encourage industry associations, universities, research institutes and enterprises to jointly carry out industrial design training.

(three) actively introducing excellent industrial design talents. Encourage overseas outstanding industrial design talents to come back to China to start their own business and engage in industrial design research teaching. We should encourage enterprises to recruit overseas outstanding industrial design talents, perfect incentive mechanisms such as technology stock participation, and properly solve social security and work life treatment problems, so as to create favorable conditions for overseas outstanding industrial design talents to return to China.

Six, promote exchanges and cooperation with other countries.

(1) raise the level of industrial design opening to the outside world. Actively introducing new design concepts, advanced technology and management experience to enhance the level of domestic industrial design. Multinational corporations and famous industrial design institutes abroad are encouraged to set up design centers or branches in China. Encourage domestic industrial enterprises, industrial design enterprises and overseas design institutions to establish various forms of cooperative relations.

We should improve the policy support and service system, vigorously develop the service trade in industrial design, and constantly improve the scale, level and level. Actively undertake international industrial design service outsourcing business, and promote industrial design services exports. Support domestic industrial enterprises and industrial design enterprises to participate in the formulation of relevant international standards.

Seven, create a good market environment.

(1) raise the awareness of industrial design in the whole society. We should strengthen policy guidance and public opinion propaganda, carry out industrial design publicity, exhibition and exchange activities throughout the country, and popularize the concept of industrial design. Encourage regional exchanges and cooperation in various forms of industrial design. To guide enterprises, especially small and medium-sized enterprises, to attach importance to and apply industrial design and improve the ability of developing new products. We encourage the establishment of high level industrial design newspapers, magazines and websites.

(two) establish an evaluation and reward system for industrial design. Study and set up professional qualification system for professional technicians of industrial design, and carry out professional title evaluation of industrial design professionals. The qualification evaluation system of industrial design enterprises should be established to guide and standardize the development of the industry. We should strengthen market supervision, promote integrity building, standardize the business behavior of industrial design enterprises, and maintain a fair and orderly market competition order. We should give full play to the role of trade associations and other intermediary organizations, and strengthen industry self-discipline, so as to provide positive and effective services for industrial development. The regional industrial design development plan can be formulated in the conditional area to guide the healthy development of industrial design in this area.

(four) strengthen the application and protection of intellectual property rights. Enterprises and individuals are encouraged to apply for patents and copyright registration for industrial designs. We should establish a credit publicity system and early warning mechanism for intellectual property rights in industrial design, and increase penalties for violations of intellectual property rights. We should establish and improve the intellectual property rights trading platform and intermediary service institutions for industrial design so as to promote the rational and effective circulation of intellectual property rights. Citizens and legal persons should be encouraged and supported to set up enterprises on the basis of industrial design intellectual property rights. Encourage the designation of design institutes or designer names on products or packages. The right holders are encouraged to make full use of intellectual property rights to safeguard their legitimate rights and interests.

(five) improve the work of information statistics. We should improve the national statistical standards, clarify the statistical classification of industrial design industries, and improve the scientificity and accuracy of statistical data in industrial design. We should set up a statistical investigation system for industrial design, improve the statistical investigation methods and index system of industrial design, promote the information exchange of industrial design, and provide a basis for the government to formulate policies.

Eight, increase policy support.

We should give full play to the guiding role of financial funds, and focus on supporting industrial design enterprises to open up the market, improve their capability of independent innovation, build public service platforms, and encourage social funds to support the development of industrial design. The central finance promotes special funds for the development of services, and technology innovation funds for small and medium-sized enterprises. Where conditions permit, special funds for industrial design development can be established.

(two) implement tax support. For the research and development cost of industrial design, enterprises shall enjoy the pre Tax Deduction Policy in accordance with the provisions of the tax law, and encourage enterprises to increase investment in design and research and development. Industrial design enterprises are recognized as high-tech enterprises and enjoy the preferential tax policies of high and new technology enterprises in accordance with the provisions of the state tax law.

(three) broaden the financing channels. We must improve and improve the diversified investment and financing mechanisms supported by the government and the whole society, and encourage all kinds of capital to increase investment in industrial design. Supporting eligible industrial design enterprises to list and raise funds in the domestic and foreign capital markets. Venture capital investment institutions should be encouraged to do business for industrial design enterprises.

(four) increase credit support. The banking financial institutions should actively expand the scope of the pledge products and develop innovative financial products suitable for industrial design enterprises under the premise of controlling the risks, especially for those industrial design enterprises with independent intellectual property rights, so as to support their reasonable credit demand. Credit guarantee institutions are encouraged to provide loan guarantees for industrial design enterprises, especially small and medium-sized industrial design enterprises. Industrial design enterprises with independent intellectual property rights enjoy the policy of credit support for SMEs.

All relevant departments should strengthen cooperation and closely cooperate with each other according to the requirements of this guidance, and actively promote the accelerated development of the industrial design industry. The local industrial and information administration departments should strengthen the research and analysis of the industrial design development in the region together with the relevant departments, and formulate specific methods for carrying out the present opinions in combination with the actual situation, and do a good job in implementing them.
