For the provinces that set up subsidies for the hard and remote areas in the state organs and institutions, the adjustment level of retirees should be appropriately raised.

On the basis of general adjustment, we should appropriately raise the level of adjustment for retired scientific and technological personnel and senior citizens with advanced titles. The retired army cadres who are on the low level of basic pensions should be tilted according to the relevant provisions.

The meeting pointed out that in recent years, the basic old-age insurance system for employees in China has been continuously improved, the scope of insurance coverage has gradually expanded, and the level of treatment has been gradually improved, which has ensured the basic life of retirees.

However, due to historical reasons, some collective enterprises with difficulty in production and operation are not insured, and their workers and retirees are not included in the basic old-age insurance, and lack of basic old-age security.

The meeting decided that in accordance with the principle of combining rights and obligations, fairness and efficiency, we should adhere to the system of combining social pooling and personal accounts.

The retirees of uninsured collective enterprises should be included in the basic old-age insurance.

(1) the urban household registration staff who have reached or exceeded the statutory retirement age by December 31, 2010 before the insured collective enterprises can pay a basic pension insurance fee for 15 years and participate in the basic old-age insurance.

(two) the standard of payment should be reasonably determined by the localities according to the affordability and age of uninsured persons, and the competent units should be encouraged to give appropriate subsidies to the payment of fees.
