The Ministry of finance, the Ministry of industry and the State Energy Bureau jointly issued the notice on the elimination of backward production capacity of central financial incentive funds.
The circular pointed out that in accordance with the requirements of the State Council's work on energy saving and emission reduction, the notice of the State Council on Further Strengthening the elimination of backward production capacity, the Circular of the Ministry of environmental protection of the State Council, the Ministry of environmental protection and other departments on strengthening the prevention and control of heavy metal pollution, and the requirements of the industrial restructuring and revitalization planning of the steel, non-ferrous metals and textile industries formulated by the State Council, the central government will continue to arrange special funds during the "12th Five-Year" period to reward the underdeveloped areas for eliminating backward production capacity (hereinafter referred to as reward funds).
The circular requires that enterprises should bear the main responsibility for eliminating backward production capacity and strictly abide by energy conservation and environmental protection.
