    The temporary labor market, which is 34 kilometers away from the center of Guangzhou, is also rare in other factories in the Pearl River Delta, especially at the end of the year and the beginning of the year.


    In recent years, some coastal cities have been suffering from frequent labor shortage, and more and more factories have chosen to move inland.

    If so, temporary workers have become a realistic footnote in the process of pformation and upgrading of China's manufacturing industry.

    A local told our reporter that the lively scene at the sunshine junction started from the financial turmoil that year, and some business owners ran away in the middle of the night. Some of them found themselves trapped in the predicament of being unable to get their wages, and were unwilling to enter the factory for a long salary.


    Wu Qiang is one of the temporary workers. He told the newspaper reporter that he had worked in Shiling factory in the past few years. After two months, the boss ran off the road, and the 2800 yuan salary that he should have earned has soaked the soup. Since then, he has become a full-time temporary worker.


    "Every day you get your work done and your hands are solid," Wu Qiang said. He said he was doing a high car job. He could get almost 100 yuan a day, and now he can rush to work for 120 yuan or even 130 yuan / day in the new year, and there is another $two thousand or three thousand a month.


    In Dongguan, the scene is equally spectacular.


    Reporters interviewed in various town streets found that "small ads at the end of a large number of temporary recruitment workers" almost everywhere.

    In the southern city of Dongguan, a recruiter in an electronics factory also posted a notice in his "year-round Recruitment" advertisement, which was printed in black and white, "recruiting temporary workers".


    "At the end of the year, we have a lot of orders. We are in a hurry."

    He said, now that everyone is rushing home to celebrate the new year, where can we find a full-time worker? The factory has not approved the formal resignation this month, and wants to go, but there is no compensation.

    As a result, the phenomenon of temporary shift to work has emerged.


    According to the above recruiters, this year's Spring Festival came earlier, and some employees who were preparing to go home for the new year were afraid that they would not be able to quit their jobs, so they quit the job early and made more money for temporary workers who had been playing for 32 months before returning home.


    Chen Yidong, general manager of Guangzhou Rui Gao Garments Co., Ltd., told the reporter that many workers in his factory quit their jobs in October, and then specialized in playing temporary workers for a few months. "Because of this time, we can earn two or three months' wages in a month."


    Industry layout


    Contrasting with the bustling of the temporary market, the formal labor market at the end of the year was deserted.

    Reporters found in Dongguan Tong Yue labor market, in addition to two staff members, can not see a job hunter.


    The staff said that the market mainly introduced long term work, and now it is off-season, and there are more than 20 people turning around all day.


    Outside a small labor market in Dalang town of Dongguan, our reporter met a middle-aged man who was similar to the "labor contractor". He said that now the temporary workers are 80 or 90 years old. They do not want to stay in the factory for a long time. They have no requirement for social security and so on. It costs seven or eight yuan an hour.


    "Now Dongguan is estimated to have tens of thousands of workers on the job."

    Xie Yang, general manager of Yiyang (China) Footwear Co., believes that the temporary labor market is a phenomenon derived from the shortage of labor and foreign trade in the coastal areas of China in recent years. The factory orders are not stable enough to keep the workers. Once the work is done, it is impossible for them to hire any temporary workers.


    "There are fewer workers coming to the Pearl River Delta."

    Cai Xiaomei, senior manager of Dongguan Zhitong talent public relations department, told this reporter that enterprises are also taking the initiative to go to the countryside, towns and villages to recruit workers. Temporary workers have become a supplementary form of the formal labor market under this background.


    Xie said that its factories employ fewer temporary workers. For those skilled in higher technology, the factory will train skilled personnel to stay behind through high salaries.


    In this interview, our reporter also found that the industries that recruit temporary workers are mainly concentrated in garment manufacturing, footwear, bags, low-end electronics, cables, food and other industries.

    Companies such as cell phone manufacturing, motor, machinery, high-end electronics and other industries are often reluctant to recruit casual workers.

    Enterprise account book


    According to the plan published in November 29th in Guangdong Province, the minimum wage standard in Guangdong increased by more than 13% during the "12th Five-Year" period, and the minimum wage in most areas reached 40% of the average wage of local workers.


    After adjusting for the latest minimum wage in Guangdong in March 1st this year, Guangzhou has reached 1300 yuan / month, and Dongguan has reached 1100 yuan / month.


    According to the above objectives, our minimum wage standard will reach at least 2119 yuan / month in 2015, and Dongguan will reach 1793 yuan / month in 2015.

    Xie Nuan believes that hiring temporary workers seems to be a cost saving, but indirectly increases the cost of the factory, thereby pushing up the cost of the whole industry.

    A labor intermediary in Nancheng, Dongguan, told reporters that in view of the cost pressure, some enterprises did not want workers to work overtime, because overtime work on double weekends was to double wages, so on the one hand, to reduce the time for contract workers to work overtime, on the one hand, to employ temporary workers to work on top.


    Cai Xiaomei believes that for the short-term employment demand of enterprises, we should vigorously develop labor dispatching and bring temporary workers into the regular army to reduce potential risks.
