Textile industry is a traditional pillar industry and an important livelihood industry in China.

In order to implement the Twelfth Five Year Plan for national economic and social development and the plan for industrial pformation and upgrading (2011 - 2015), the Ministry of industry and information technology formulated the "12th Five-Year" development plan for the textile industry, in order to push the textile industry from big to strong.

Enhance the capability of independent innovation

1., improve the technological innovation mechanism of the industry.

We should accelerate the establishment of a scientific and technological innovation mechanism for textile industry, which is market-oriented, enterprises as the main body, scientific research institutes and universities as the support, and industry, University, research and application closely integrated.

We will strengthen the construction of state-level engineering research centers and key laboratories in the textile industry, and carry out basic, forward-looking and strategic scientific research.

2., strengthen industrial basic scientific research.

Support scientific research institutes and universities to carry out basic scientific research in textile industry, carry out the basic theory research of fiber material function optimization design and molding, and strengthen the scientific research of high performance fiber, renewable fiber and new bionic fiber.

The basic theory research of on-line monitoring and control system for spinning and weaving is carried out, and theoretical research on Application of biological enzyme and plasma technology in printing and dyeing field is carried out. The textile machinery structure and motion mechanics analysis, mechanical vibration analysis and reliability engineering technology research are carried out, as well as the application of fluid mechanics, electricity and optics in textile machinery industry.

3. improve enterprise's capability of independent innovation

Guide enterprises to increase R & D investment, and the proportion of internal expenses of R & D expenditure of some dominant textile enterprises to main business income has increased to more than 3%.

Support backbone enterprises to set up or acquire R & D institutions overseas.

Support textile enterprises to participate in national science and technology plans and major projects, and strengthen the construction of technology centers of state-level and provincial enterprises, and promote the effective popularization and application of advanced technology in the industry.

Explore suitable modes and effective support methods for textile SMEs to improve their innovative ability.

We should encourage the upstream and downstream enterprises in the textile industry chain to strengthen cooperation, strengthen joint use of production, teaching and research, enhance the capability of collaborative innovation, and improve the labor productivity and output value of new products in the textile industry.

4., strengthen the construction of textile standard system.

To compile and revise the relevant standards of textile industry, enhance the internationalization level of textile standards, strengthen the implementation of standards, and establish a textile standard system that is compatible with the development level of China's textile technology and industry.

We will speed up the research and development of product standards and testing methods and standards for new textile materials, eco textiles, high performance industrial textiles and fiber recycling.

The new standards of clothing and home textiles should be improved, such as computer aided design (CAD) technical standards, international standards of clothing anthropometry, color standards, etc.

The standard, application standard and testing method standard of industrial textiles are revised and revised.

We will improve the safety standards for textile machinery and the technical standards for the new generation of textile complete sets of equipment.

We should establish and improve the standards for energy conservation, emission reduction and comprehensive utilization of cotton textile, printing and dyeing, chemical fiber and so on, promote the implementation of product standards, encourage enterprises to actively adopt international advanced product standards and quality management standards, and promote the quality, safety, energy conservation, environmental protection and other indicators of China's textile products to gradually reach the international advanced standard level.

Establish and improve the product inspection and testing system, and strengthen the detection of textile safety, environmental protection and hazardous substances.

We should closely follow the changes in international technical regulations and standards of textile and clothing, and establish a quick response mechanism for international trade technical barriers.
