Guangdong footwear manufacturers are mainly concentrated in Dongguan, Huizhou, Guangzhou and other cities, with a total of 5000 to 6000 enterprises. Over the past year, there have been more than 1000 large and medium-sized shoe enterprises.

There are more than 3000 shoe factories in Huidong, where shoes companies are more concentrated. In the past two or three months, four hundred or five hundred small and medium-sized shoemaking and shoe factories have been closed.

The helplessness of shoe making industry is only a microcosm of the collective migration of manufacturing industry.

Although there is no official official statistics yet, the industry has unanimously estimated that around 1 or so small and medium enterprises with less than 200 employees in 2008 will be closed down, including Hong Kong funded enterprises and Taiwan funded enterprises.

But their competitors are obviously not only brothers and counties in Chongqing.

Mr Chen understands that the Pearl River Delta region is undergoing internal digestion for the intensively moving labor-intensive enterprises.

His landmark event is that Guangdong has recently issued a decision on accelerating the development of mountain areas and the opinions on jointly promoting the industrial pfer with the Pearl River Delta in Guangdong province and the eastern and Western wings, guiding the enterprises in the Pearl River Delta to move to the mountains and East and West wings.

"A business decides where to invest, at least 7 to 8 places."

Chongqing district leaders in an interview with reporters, frankly speaking, with his many years of experience, competition for the project is very fierce competition, a publicity may be robbed.

Ceng Guoping believes that from municipal departments to district governments, relevant planning should be made according to their own market environment, resource endowments, and industrial characteristics. "Opportunities will only provide prepared areas. If there is no clear plan, they will surely fail in the competition to undertake industrial pfer."

In the process of undertaking industrial pfer, Chongqing should pay attention to the pertinence with the original industry. For the enterprises of the Pearl River Delta, the pfer is not so easy to move a home and change a place.

Well, if they choose to settle in a place, what are their demands?

In an interview with reporters, the head of an industrial park in Chongqing told him about an investment experience: in 2006, deputy district head of Shunde District, Foshan, Guangdong, publicly told the media that due to resource constraints and other factors, she wanted to shift some industries out to replace birds.

After hearing the news, the responsible person rushed to Shunde in 2007, and soon contacted with the local investment Association of private enterprises, introduced the preferential policies of Chongqing, and expressed willingness to undertake part of Shunde's household electrical appliance enterprises.

However, after half a year, there were few enterprises under the fork, and the reply of a company made him more embarrassed. "I know that Chongqing has an advantage in land use, preferential policies and labor costs. But after I go, where do you want me to buy accessories?"

Whether the industrial chain is perfect has become an important reference for the eastern coastal enterprises to choose whether to enter the inland area.

In this regard, the Shenzhen processing trade enterprises association has also made no secret: the Pearl River Delta enterprises moved to the Midwest and other inland areas, of course, can reduce labor costs, but if the industrial chain is incomplete, it will also lead to an increase in the cost of raw materials matching.

"In this case, Chongqing should pay attention to docking with the original industry when undertaking industrial pfer."

Pu Yongjian, vice president of the school of economics and business administration of Chongqing University, thinks that if blindly inviting business, it will not only cause bad results, but also lead to the fragmentation of the industrial chain.

Experts generally agree that investment in the industrial chain will be the most effective way.
