At present, various remediation tasks have been assigned to relevant towns, streets and enterprises. It is planned that by the end of 2014, the chemical oxygen demand and ammonia nitrogen, the main water pollution indicators of the printing and dyeing industry in the region, will be reduced by more than 35% on the basis of 2010, and the average reuse rate will not be less than 35%.

According to the plan, the main objectives of this elimination and remediation are to eliminate backward products, technologies and process equipment that do not meet the national industrial policies and energy conservation and emission reduction requirements, ban illegal production and operation enterprises according to law, close small enterprises with small scale and low financial contribution rate, and comprehensively improve the level of pollution prevention and control and production process equipment.

In addition to the ban and closure, this renovation will also improve 47 printing and dyeing enterprises, including Zhejiang Hangmin Co., Ltd. and Sanyuan Group. According to the plan, these enterprises listed in the plan must complete the rectification and improvement before December 31, 2014, and the District Elimination and Improvement Office will conduct on-site assessment and pass the acceptance of the superior department. If the enterprise fails to pass the acceptance, it will be forced to shut down again. The period of compulsory shutdown is December 31, 2015.

It is understood that enterprises carrying out renovation and upgrading will do a good job in the comprehensive renovation and upgrading of cleaner production, energy conservation and emission reduction, upgrading and reuse of wastewater treatment, waste gas treatment, solid waste disposal, environmental risk prevention, "coal to gas" transformation and card printing and sewage discharge in strict accordance with the 60 requirements of the "Standards for the Renovation and Acceptance of Printing and Dyeing Enterprises".

The reporter learned that this rectification is not "one size fits all" for all printing and dyeing enterprises. Instead, the enterprises can choose to shut down or renovate and upgrade themselves according to their current situation and development requirements.

For example, although the enterprises with small scale and low financial contribution rate are shut down in principle, if the enterprises do require improvement according to their own development needs, they can apply before the end of July 2013. After being reviewed and confirmed by the town, street and platform, they make a commitment to the District Elimination and Improvement Office to carry out improvement according to the improvement standards, The rectification and improvement will be completed before January 31, 2014. The District Elimination and Rectification Office will conduct on-site assessment and pass the acceptance of the superior department. Those who fail to pass the acceptance will be forced to shut down again, and those who fail to pass the acceptance and are forced to shut down will not enjoy any financial subsidy policy.

Similarly, the 47 enterprises listed in the renovation and upgrading plan can also be shut down according to the actual situation of the enterprises. Enterprises that choose to shut down must submit a written application to the District Elimination and Rectification Office before the end of July, and after confirmation, the closure will be completed before December 31, 2013.
