< p > to further enhance the facilitation of the archival filing of overseas investment projects, I have developed and built the "national record management network system for overseas investment projects" (hereinafter referred to as < a href= "http://sjfzxm.com/news/index_f.asp > > filing system < /a >), which will start operation from now on.

The relevant matters are hereby notified as follows: < /p >

< p > 1. The measures for the approval and record keeping of overseas investment projects (No. ninth of the national development and Reform Commission) stipulate that overseas investment projects that carry out records management shall be declared through the filing system in principle.

< p > two, the filing system is deployed on the Internet, and it can be accessed through the "national overseas investment project registration management network system" in the column of "government service center" and "online work" by the national development and Reform Commission's portal website (www.ndrc.gov.cn).

< /p >

< p > three, the user names and initial passwords of all provincial development and reform departments have been set up in advance by the filing system.

All provincial development and reform departments are required to send mail to the filing system's special mailbox jwtz@ndrc.gov.cn for the username and initial password through the official mailbox.

< /p >

< p > four, the user names and passwords of various enterprises need to be registered through the filing system.

The application for user registration of the central enterprise is accepted by the national development and Reform Commission, and the application for registration of users by local enterprises is accepted by the provincial development and reform department.

< /p >

< p > five, all kinds of enterprises enter the registration system after obtaining the username and password, fill in the overseas investment project registration form, and upload relevant attachments as required.

The filing system will be automatically distributed to the national development and Reform Commission or the relevant provincial development and reform departments according to the types of enterprises, the places of registration and the investment amount of the Chinese side of the project.

In principle, all kinds of enterprises do not have to submit paper filing application materials separately.

< p > six, all provincial development and reform departments and enterprises should timely log on to the filing system to see the progress of project audit.

If the material fails to comply with the requirements, the filing system will send the notice to make up the corrections; the filing system will pass the notice and inform the result if it has passed or fails to pass the audit.

The national development and Reform Commission or the provincial development and reform department will issue a paper "project registration notice" for the project through the record review.

< p > seven, the provincial development and reform departments should download the project application materials in time after the completion of the audit of the project, and I will delete the material in the filing system.

< /p >

< p > eight, for the sake of business confidentiality, enterprises are allowed to declare the project records without filing system, and the paper documents can be processed through paper documents.
