    AQSIQ said that since the import of clothing was included in the law inspection directory in 2011, the clothing inspection batch and amount increased for 3 consecutive years.

    However, the quality and safety of imported garments are not well integrated with the increasing consumer demand, and the risk of quality and safety still exists.

    In 2014, the entry and exit inspection and quarantine institutions conducted a total of 70425 batches of imported clothing inspection, an increase of 21.86% over the previous year. The total goods amounted to about 200 million pieces, with a value of about 1 billion 150 million US dollars.

    Among them, 23818 batches of imported garments were sampled and 1785 batches of unqualified goods were detected, with an unqualified rate of 7.49%, a decrease of 0.78 percentage points compared with 2013, and a total of 1 million 180 thousand unqualified goods, with a value of 12 million 930 thousand US dollars.

    The inspection of imported garments includes inspection of appearance and quality and safety. The main defects are fiber content, color fastness, pH value and Chinese identification label.

    For products with unqualified Chinese labels and fiber contents, they can be imported after rectification, and all products that are not qualified for safety and hygiene projects will be returned or destroyed.

    In 2014, pH accounted for 20.4% of the total unqualified batches, compared with 2013, an increase of nearly 5 percentage points.

    Compared with the test data over the years, we can see that the unqualified rate of pH value increases year by year.

    In August 2012, after the implementation of the new national basic safety technical specification for textile products (GB18401-2010), the pH value of direct contact with skin clothing was relaxed from 4 to 7.5 to 4 to 8.5. The relaxation of production management led to deterioration of the pH value of products.

    The white paper shows that in 2014, in the safety and quality project detection, the fiber composition items failed to account for 42.7% of the total unqualified batches, and accounted for the largest proportion in all the internal quality projects, and accounted for the largest proportion of the unqualified items in 3 consecutive years.

    AQSIQ believes that such a high rate of disqualification reflects the fact that domestic distributors / agents are not familiar with the fourth part of our mandatory standard consumer goods use instructions (GB5296.4-2012), and there is a phenomenon of shoddy, false reporting and false reporting, deliberately elevating high performance and high value fiber content, improving product quality, misleading and deceiving consumers.
