3. bidders qualification requirements
(1) the invitation to tender is issued only to pre qualified tenderers. When the invitation for tenders or the way of negotiation is not conducted, the qualification of the bidder can be carried out, and the bidder shall submit the qualification post examination information as required.
(2) a bidder who qualify for prequalification shall supplement the information provided in the prequalification when he submitted the tender documents, especially providing information on the specific construction department that will undertake the project.
(3) when two or more than two bidders jointly bid, their conditions should meet the following requirements:
A consortium shall sign a joint agreement, and shall jointly appoint a leader to act as a representative of the joint venture, representing the joint venture to undertake the obligations and legal liabilities in the bidding, signing and fulfilling of the contract. The contents of the joint agreement shall include the organization and obligations and responsibilities of the joint venture, and the copy of the agreement shall be submitted together with the tender documents.
(2) in order to clarify the legal status of the representatives of the joint venture, members of the joint venture body shall issue the power of attorney, and the power of attorney shall be signed and sealed by the legal representatives and submitted to the tendering unit.

(5) bidders must tender for the entire bidding scope, and only some of the tenders will not be evaluated.
(6) if the Bidder intends to subcontract part of the works, it should be explained in the tender documents. Any subcontracting of the main works will not be reviewed.
4. tender cost
All bidders' expenses in the bidding process, whether successful or not, shall be borne by the bidder himself (if the tender unit intends to give some compensation to the unsuccessful bidder, it should be specified).
5. on site inspection
(1) the tendering unit will organize the bidders to inspect the site and its surroundings on the date of the month so as to enable the bidder to obtain relevant information necessary for the preparation of the tender documents and the signing of the contract.
(2) on site inspection, the tendering unit will introduce the topography, geomorphology, hydrology, geology, meteorology, material flow, power supply, communication and traffic conditions of the project, and provide necessary reference materials to help tenderers understand the situation. However, the bidder shall be responsible for the understanding of the above information after field inspection.
(3) if the bidder considers it necessary to re-enter the site inspection, the tendering unit shall be supported by the bidding unit.
(4) during the on-the-spot investigation, the tendering units are not responsible for personal injury, property or other losses caused by the reasons of non tendering units.
(5) during the on-site inspection, accommodation and transportation will be arranged by the tendering unit, and the cost will be handled by the bidder himself.

(2) before the bid, clarification and answers to the questions that may be raised by bidders on site inspection and after reading the tender documents will be clarified and answered. A bidder shall be responsible for any omission or misjudgement of any problem.

Clarification of tender document 2.
The bidder's questions about the tender documents should be clarified and answered through the pre conference meeting. After the bid meeting, if the bidder still has problems and asks for clarification and answers to the tender documents, he should deliver the required clarification and answer questions to the tendering unit in written form 10 days before the deadline for submission of the tender documents. The tenderer shall deliver the written reply to all bidders within 3 days.
3. Tender documents Modification
(1) 14 days before the deadline for submission of tenders, the tendering unit may issue supplementary notices to amend the tender documents.
(2) the supplementary notice will be sent to all tenderers who have purchased the tender documents in writing (including facsimile, telegram and telex). After receiving the supplementary notice, the bidder shall inform the tendering unit by telegraph, telex or fax, indicating that the supplementary notice has been received.
(3) in order to enable the bidder to get a reasonable time to consider the contents of the supplementary notice in the preparation of the tender documents, the tendering unit may extend the deadline for bidding documents as appropriate, and send all tenderers who have purchased the tender documents in writing.
