The announcement shows that in order to standardize the quality of products, the state supervision and spot checks of the unqualified production enterprises shall follow up the work, and enhance the effectiveness of the supervision and spot check work, according to the "People's Republic of China products".

"Regulations on product quality supervision and spot checks" and other relevant laws, regulations and regulations have formulated this "new rule of national withdrawal".

The new regulations of the state draws up the scope of application, contents and procedures, as well as the powers and responsibilities of the relevant law enforcement departments, and has made strict demands on the unqualified production enterprises.

Stipulates that the production enterprises with unqualified products shall, from the date of receipt of the notice of ordering the rectification of the product quality supervision and spot check, and formulate the rectification plan according to the causes of the unqualified products and the rectification requirements put forward by the post-processing department, complete the rectification within 30 days according to the following requirements, and submit the rectification report to the Department for processing, and submit the application for reexamination:

The three is to clean up the unqualified samples returned by the unqualified products and inspection institutions, and keep them in good order, wait for the post processing department to deal with them according to law, deal with the unqualified products that have been manufactured and sold, handle the information in accordance with the law, voluntarily release the relevant information to the society, notify the sellers to stop selling, and deal with the relevant departments' written reports in advance.

The "new regulations for national withdrawal" requires that the production enterprises of disqualified products must be rectified in addition to the fact that they are no longer continuing to produce or sell due to reasons such as shut-down or conversion, or because of relocation and natural disasters.

In addition, if a substandard production enterprise fails to complete the rectification on schedule, it may apply for an extension once, and shall handle the Department's application for extension review 5 days before the end of the rectification period, and the extension shall not exceed 30 days.

If a nonconforming product manufacturer fails to make rectification temporarily due to its failure to produce normally, it shall provide effective proof to stop the production of similar products, and make rectification and apply for reexamination according to the requirements when producing such products normally.

The enterprise shall not continue to produce and sell the same type of products before the rectification is checked.

For those who are still unqualified after reexamination, the post processing department shall order the enterprise to suspend business for rectification within 30 days. After the expiration of the rectification period, it is necessary to notify the administrative department for Industry and Commerce and other relevant administrative licensing departments to revoke the relevant licenses after being reviewed again.
