1. The guiding ideology, basic principles and main contents of the pilot reform.

Under the premise of protecting the interests of cotton growers, (cotton growers include cotton planting farms, cotton planting workers and other owners of various forms of ownership in the Corps), the decisive role of the market in the allocation of resources will be exerting, guiding the production, circulation and consumption of cotton reasonably, promoting the coordinated development of the upstream and downstream industries, and improving the cotton price formation mechanism that meets the requirements of the national conditions and the current stage of development, so as to accumulate experience for the next step in improving the pilot reform policy, improving the subsidy mode and reducing the operation cost of the enterprises in the next 1 years.
(two) basic principles.
First, the market determines prices, and the price is set around the supply and demand of the market, supplemented by the two clearing mechanism to determine the cash price.
The two is to ensure the basic income of growers.
When the price of cotton market is low, the income of growers can be basically guaranteed through state subsidies, so as to stabilize cotton production.
Three is to maintain a smooth pition policy.
On the premise of fully linking the regiment and the autonomous region plan, we should give full play to the advantages of the regiment's system and mechanism, and maintain the continuity of policies in all links of the production, processing and operation of the Corps, so as to achieve a smooth pition of policies and deepen the reform.
(three) main contents.
Cotton target price means that the price of cotton is formed on the basis of the market, and the state formulating the target price that can ensure the basic income of the growers. When the market average price is lower than the target price during the price period, the state subsidize cotton growers, and when the market price is higher than the target price, no subsidy is granted.
Two, target price level and market price monitoring

The target price of cotton in 2015 was 19100 yuan / ton.
(two) market price monitoring.
The cotton and Flax Company of the corps and the cotton and linen cotton company are the national cotton price monitoring points. During the period from September to November, the corps development and Reform Commission is responsible for the summary of the market price information every working day.
Three, area and output statistics, verification, declaration procedures

At the beginning of the year, the cotton planner broke down the plan according to the annual cotton cultivation plan issued by the Corps.

Since June 25th, the Bureau of statistics of BINGTUAN has begun to count and verify the actual planting area of cotton. It is necessary to eliminate the phenomenon of false report, multi report, press report and underreporting cotton area, so as to solve the problem of conversion of fruit cotton intercropping area.
The delegation completed the area registration and verification work in July. It was publicized separately in the company and regimental field. The public notice period was no less than 5 working days, and the production test was completed before the end of August.

Cotton processing enterprises are not allowed to buy local cotton.

Four. Appropriation and payment of subsidy funds

Before the end of February 2016, the Finance Bureau of the BINGTUAN, in accordance with the total amount of the remaining subsidy funds and the cotton output of the cotton producers, together with the development, reform, agriculture, statistics, quality supervision and supply and marketing departments, the allocation plan of cotton target price subsidy funds for each cotton planting division was drawn up.
After being examined by the leading group of the regiment and submitted to the Corps for examination and approval, the Finance Bureau of the BINGTUAN is responsible for disbursing the subsidy funds.
2. payment of subsidy funds.
The division can reserve 5% of the total amount of subsidy funds.
In the 10 working days, the division's Financial Bureau will allocate the subsidy funds to the regimental field and its direct units, and the Regiment (direct units) will pay the subsidy funds within 20 working days according to the growers' seed cotton sale bills.
3. special cotton subsidy payment.
The subsidy standard for special cotton is 1.3 times the subsidy standard of upland cotton.
Among them, the colored cotton is directly allocated to the colored cotton group directly by the Finance Bureau of the BINGTUAN according to the color cotton output counted by the Bureau of statistics, and the colored cotton group is responsible for paying the growers. The long staple cotton is allocated to the division by the Bureau of finance of the BINGTUAN according to the statistics produced by the Bureau of statistics, and it is paid by the teacher to the growers.
4. no allowance.
No publicity, no cotton seed sale notes, and outflow of cotton outside the regiment will not be included in the subsidy scope.
Five, cotton target price subsidy processing enterprise processing qualification confirmation
(1) criteria for identification.
Cotton processing enterprises must meet the following requirements:
1., it is necessary to obtain the business license issued by the administrative department for Industry and commerce or the business license of enterprise legal person, the qualification certificate for cotton processing issued by the development and Reform Commission of the Corps, and the "certificate of quality assurance capability of cotton processing enterprises" issued by the cotton quality supervision institution of the autonomous region.
To implement "one line one certificate", that is, a cotton processing line must have a "cotton processing qualification certificate".

All cotton purchased and processed is professionally stored in public inspection.
Cotton processing enterprises must use the unified cotton seed purchase and settlement bill issued by the division (pound list).

Six, related supporting policies
(1) management of pilot subsidy funds for target price reform.

We should strengthen the quality management of cotton and conscientiously implement the "guiding opinions on strengthening the quality management of corps" to improve cotton quality and enhance market competitiveness.
We should speed up cotton harvesting, quick rolling, quick storage and quick inspection to promote fast sales of cotton.
We should strengthen the management and service of contracted large households, comprehensively check the problems left over by historical contracts, strictly fulfill the contracted area and output stipulated in the contract, carefully screen out the area and output beyond the contract, carefully find out the causes and find solutions to ensure that the contracted area is in conformity with the actual area and output, and prevent the area from being reported truthfully, so as to eliminate the problem of "turning around cotton" in the local area.
We must do a good job of management and service for the large contractors. We should be patient, careful and comprehensive about the policies, requirements, operation procedures, methods and matters needing attention in the various links of the pilot scheme. We should publicize the policies and work to the contracted households in written form, and sign the confirmation by both sides.
(three) strengthen policy advocacy and training.
The Party Committee Propaganda Department of the Corps led the joint development and Reform Commission, the Agriculture Bureau, the Finance Bureau, the Statistics Bureau, the Bureau of industry and commerce, the Quality Supervision Bureau, the supply and marketing cooperatives and other departments. In accordance with the implementation plan formulated by the state, autonomous region and Corps, the regiment publicized the propaganda plan. We should continue to maintain the existing cotton purchase and marketing operation mechanism and make full use of the existing marketing network system and warehousing and facilities of the corps and the cotton and ramie company to promote cotton sales in many ways and ways, and encourage and support the corps and the division cotton and hemp company to participate in the open competition in the cotton trading market nationwide.
(five) strengthen supervision and management.
We should establish a system of subsidy publicity, archives management, supervision and inspection, and implement a linkage mechanism of supervision.
