For the impact of the document, Yang Xuehai believes that there are four main points:

The document strengthened the inspection of the three bills, severely cracked down on tax avoidance and even smuggling behavior such as forged orders, address telephones, strengthened supervision over cross-border import business enterprises, and standardized the import electricity supplier market.

In addition, due to the hot import business, some non pilot cities have joined in. However, compared with the pilot cities, their regularization and degree of attention are insufficient, resulting in the emergence of less informal businesses. The documents restrict the import bonded business in the pilot cities, and stop the participation of these non pilot cities, so that the market can be further standardized.

"At present, many importing electricity providers are not yet mature in dealing with the three single technology, so it is necessary to strengthen supervision.

For example, the issue of dismantling is divided into three situations: one is to take tax breaks, the other is to take the initiative to dismantle the bill, for example, the consumer has made a single order, in order to avoid tax to split into two single customs clearance; the second is passive dismantling, the passive dismantling is generally due to some uncontrollable factors, such as the consumers voluntarily request the dismantling order; the third case is the sub warehouse, for example, the consumer has placed an order on the platform, and there are milk powder bottles, but the milk powder is in one place, the bottle is in another place, which causes the customs to be cleared from two ports.

Some of these cases are intentionally dismantled, some of which are unintentional dismantling and must be made clear.

Second, some cross-border e-commerce platform will have an impact, for example, some large import business enterprises in Qingdao, Suzhou, Xi'an and other places, but because the import bonded mode is only carried out in the pilot cities, now it seems that the focus must be pferred to the pilot cities.

Third, for other views on the cooling of cross-border import electricity providers, Yang Xuehai believes that this is the norm for the market, there is no concept of cooling down, regular import electricity providers are still very popular, and a healthy market atmosphere is created to make cross-border import electricity suppliers more long-term development.

Fourth, in view of the issue of postal tax, Yang Xuehai believes that the possibility of cancellation of postal tax is not great. However, the cross-border electricity supplier may not follow the route of postal tax again. Instead, it will approach the general trade or introduce new taxes in some name, or take the same tariff as the general trade and narrow the tax gap with general trade.

"In Tianjin's documents, we also mentioned that no pilot would be increased before tax reform, which shows that the tax system will eventually move closer to the middle."

Yang Xuehai told reporters that the policy needs to be interpreted in many places, but generally speaking, the regulation of cross-border import electricity market is more advantageous than disadvantages for cross-border import electricity suppliers.

Two, online shopping bonded imports should be carried out in the customs special supervision area or bonded logistics center (B type) approved by the pilot cities of cross border trade e-commerce services (hereinafter referred to as "regional (Center)").

Three, the region (Center) that carries out online shopping bonded imports should have an e-commerce customs clearance service platform, set up special warehouses for centralized management of cross border bonded import commodities, and provide facilities for inspection, sorting and video monitoring, etc., which are in line with customs supervision requirements for cross border commodities. The enterprises in the regional (Center) enterprises that engage in online shopping bonded imports shall, in accordance with the regulations, pmit the paction, logistics, payment and storage data in a timely manner to the customs clearance management platform through the electronic commerce clearance service platform, and pmit the electronic data of import, export, pfer and storage of bonded goods imported to the customs last month 10 days before the customs.

Four, customs departments should strengthen the construction of cross border e-commerce information system, set up the parameters of information management system according to the principle of "personal use and reasonable quantity", strengthen the analysis and monitoring of cross-border bonded import commodities, e-commerce enterprises and consumers' information data, and strengthen the identity authentication of online shopping bonded import consumers.

In case of abnormal circumstances, the inspection or smuggling department should be handed over to the public in time to crack down on the illegal activities of smuggling through the use of bonded e-commerce channels for cross-border e-commerce.

Five, the competent customs should cancel its qualification to participate in online shopping bonded import trials for enterprises or individuals who have verified violations.

The area (Center) that is confused in management and irregular in operation shall be ordered to rectify and reform, and the unqualified ones should be abolished.

Six. The customs directly under the pilot cities shall conduct special verification on the supervision of the bonded imports since the trial.

Summing up the experience of the pilot project, analyzing the existing problems, looking for regulatory loopholes, handling abnormal situations, and improving the supervision methods.
