The policy has resulted in a high price difference between domestic and foreign cotton. The highest time difference is 5000 yuan / ton. At present, it still stands at 1000 yuan to 2000 yuan / ton. Cotton accounts for about 70% of cotton yarn cost. The price difference between home and abroad makes China's cotton yarn cost nearly 20% higher than that abroad, and the cost of domestic cotton textile enterprises is much higher than that of the international level, resulting in huge cost disadvantage.

At the same time, the cotton quota policy leads to a large number of cotton yarn imports, which is not conducive to protecting the interests of cotton farmers, nor is it conducive to the pformation and upgrading of domestic textile enterprises.

At present, the downward pressure on China's economic growth is still outstanding. Reducing the cost of enterprises, lightening the burden of enterprises and stimulating the vitality of the market has become an important part of economic work.

Wu Yousheng suggested that the quotas should be abolished to achieve the marketization of domestic and foreign cotton prices, so that textile enterprises can compete fairly in the international market, so that textile enterprises will continue to play an important role in prospering the market, expanding exports, absorbing employment and increasing the income of workers.
