2019 China Textile Industry Association Spring Research Report Released

As an open and efficient service system and guarantee system, the public service platform can significantly improve the innovation environment, optimize the supporting resources and reduce the R & D cost. It is an indispensable basic condition for the development, pformation and upgrading of the industry.

By the end of 2018, China's industrial textiles industry had set up 14 industrial clusters, 5 testing centers, 24 R & D bases / centers and 4 Industrial Technology Innovation Alliances, which effectively played the role of public service platform in integrating resources, and promoted the pformation and upgrading of industries and the development of industrial agglomeration.

In from February 20th to 26th, China Industrial Textiles Association went to Zhejiang, Jiangsu, Anhui and other key industrial clusters and bases to conduct spring research.

The research team investigated Zhejiang province Changxing County, Jiangsu Yizheng real town, Anhui Chuzhou Langya area and 16 key enterprises.

Through discussion and on-the-spot investigation, we will understand and study the problems of industry development, talent introduction, civil military integration and industrial upgrading. We will explore the pformation and upgrading mode of the industry public service platform, and publicize and emphasize the importance of data statistics in the cluster industry.

I. overall economic performance

The survey results show that the overall operation and development of the two industrial clusters, two bases and 15 key enterprises are better, and the production and operation situation in 2018 has been improved, and the operation and development of the industry in 2019 is expected to be good.

Changxing County, Zhejiang -- China's famous interlining City

Changxing County now has three pillar industries, such as modern textile, new batteries, special mechanical and electrical industries, new strategic industries such as new energy automobile industry, equipment manufacturing industry, and cement, fire-resistant and other traditional industries. In 2018, the county realized the gross domestic product value of 61 billion yuan, of which the textile industry is the largest livelihood industry in the county. The existing production and operation units are nearly 4000, with 292 enterprises, 9 textile machinery, and nearly 60 thousand employees in the whole industry. The county produces a total of 70 million meters of textile yarn weaving machine, 1 billion 600 million tons of printing and dyeing cloth, 115 thousand tons of nonwoven fabrics, and more than 400 million garments (including leather garments), and the textile industry has an industrial output value of 35 billion 300 million yuan, accounting for the 35 billion 300 million percent of the county's industrial output value.

Zhen Zhou Town, Jiangsu -- China's nonwovens and chemical fibre towns

In 2018, the town of Zhen Zhou realized 8 billion 110 million yuan of GDP.

There are 185 enterprises in the whole town with chemical fiber and nonwovens, with annual sales of 3 billion 210 million yuan, which have preliminarily formed three major industries with high performance fiber materials, non-woven fabrics and special waterproof rolls, with more than 70 fiber materials enterprises with annual sales of 1 billion 750 million yuan, 88 nonwoven Enterprises, 629 million yuan per year sales, 10 waterproof rolling stock enterprises and 650 million yuan in annual sales.

At the same time, it also attracts 8 new materials enterprises in other fields, such as "Qi and silicon material" and "Fries new materials science and technology".

China's nonwoven material industry pfer and demonstration base -- Langya District, Chuzhou

Langya economic development zone is China's nonwoven new material industry undertaking pfer demonstration base. At present, new industries such as pharmaceutical food, nonwoven materials, electrical equipment, automobile and spare parts have been formed.

In 2018, the total industrial output value of the region was 8 billion 920 million yuan, an increase of 14.7%, of which 908 million yuan of textile new materials was achieved, an increase of 27.9%.

In 2018, the region is vigorously developing the downstream industry of nonwoven fabrics, and signed 3 projects, namely, Tian Zheng diapers, The Smurfs and Papa's choice diapers.

Blue sky sea has established a R & D, testing and training functions as one of the fabric R & D and testing center.

In recent years, we have successfully developed an occupational safety protection fabric with antistatic, flame-retardant, skin friendly and comfortable, UV protection, heat dissipation and thermal insulation functions, and obtained many national invention patents, provincial and ministerial level technical appraisement and various awards.

In 2018, the company realized sales income of 312 million yuan.

"Lan Xiang" antistatic and multi-purpose anti-static products have been sold in 25 provinces and autonomous regions, and exported to Europe, America, Japan, Southeast Asia and other countries and regions.

In 2019, the company plans to focus on the development of anti mosquito fabrics, and expand its market application development combined with its flame-retardant function.

Two, public service platform construction and operation highlights

The two clusters of Changxing County and Zhen Zhou, two bases of Langya district and Zhejiang blue sky sea, have made outstanding work in promoting the development of strategic emerging industries, promoting industrial pformation and upgrading, and independent innovation of enterprises.

Changxing County speeds up industrial pformation and upgrading, vigorously developing spunlaced nonwoven materials and downstream products.

Changxing County is the only demonstration area of pformation and upgrading awarded by Zhejiang province. It attaches great importance to the pformation and upgrading of traditional industries. It has set up a leading group for pformation and upgrading, and has formulated 2015-2017 years of pformation and upgrading of nonwovens industry. At present, Changxing County has gradually developed from the lining industry to the field of medical and health care. It already owns gold, three hair, Wang Jin, Ou Li Hui lung (medical dressing) and other related medical and health textile enterprises.

Its textile industry has basically formed a relatively complete industrial chain from textile raw materials, weaving (non-woven), finishing to finishing products after printing and dyeing. The main products are chemical fiber fabrics, warp knitted fabrics, polyester cotton fabrics, home textiles, nonwoven materials, knitted garments, cotton yarn, bags and so on.

At the same time, Changxing County is an intelligent manufacturing pilot city and county (District) in Zhejiang, and actively promotes intelligent manufacturing.

Zhejiang has allocated a total of 300 million yuan to Changxing County for three consecutive years, which has been used for supporting the pformation of traditional equipment.

Kim San Fat, Wang Jin and other companies have received special funds for intelligent weaving.

Zhen Zhou town of Jiangsu province speeds up the upgrading of new material industry

In 2018, Zhen Zhou Town deeply integrated into the integrated development strategy of Ning, Zhen and Yang, and formulated the three year action plan for integrating Yizheng into Ning Zhenyang integration strategy.

Relying on the advantages of Yizheng chemical fiber brand and the existing industrial foundation, the chemical fiber nonwoven industry has increased technology import and product innovation. It has strengthened technological cooperation and matching with new materials industry in Nanjing Jiangbei new area, Jiangning district and Liuhe District, and has increased the technology intensity and added value of new material industry, mainly including chemical fiber nonwoven, functional fiber, differential chemical fiber and functional film, so as to realize the pformation and upgrading of the new material industry.

In particular, the Zhen Zhou town used the "science and technology mayor regiment" to come in and go out, and did a lot of substantive work with the experts and professors from the relevant universities.

At present, the town has 8 state-level high-tech enterprises in the field of chemical fiber and nonwoven materials, 26 high-tech products, 10 R & D institutions, 15 projects of production, University and research cooperation, and the leading enterprises of Jinying textile and Zhongxing environmental protection have established academicians and postdoctoral workstations, and 5 enterprises of pleasant chemical fiber and easy geotechnical work have set up postgraduate workstations at the provincial level.

Chuzhou Langya district has succeeded in undertaking the pfer of nonwoven industry.

Langya District, through preferential support policy, actively encourages technological pformation of enterprises, and guides enterprises to carry out zero incremental technical pformation and machine replacement technology pformation.

Key support for Chuzhou Jin Chun, Yi Ting home textile and other dominant backbone enterprise technology center pformation and upgrading, the creation of provincial-level engineering (Technology) center; and around the leading industries such as nonwoven new materials set up the investment branch.

In the past two years, we have successfully introduced two major projects: Tian Ding Feng filament spunbond nonwoven fabric and Jin Chun double component spun laced nonwoven fabric, with a total investment of more than 2 billion 500 million yuan, and the total sales revenue can reach nearly 4 billion yuan.

In 2018, the region increased its investment in the downstream products of nonwoven products, and introduced a total of 2 projects including 1 billion investment projects such as Tian Zheng paper, blue dragonfly, mother and infant products, and a number of projects such as father's choice, double Fu nonwovens and so on. The non-woven industrial chain has already begun to take shape.

In 2018, Zhejiang blue sky company, while adhering to its main business, promoted the establishment of a "Lan Xiang functional fabric online trading platform" system, which effectively promoted the landing strategy and online financial strategy of enterprises.

Three, the main problems found in the survey

Lack of overall planning for industrial development, lack of clear direction of development and clear development ideas.

In recent years, the development of old linen and filament weaving industry in Changxing County, Zhejiang province has encountered a big bottleneck. The county Party committee and county government are also actively promoting industrial pformation, but the direction of pformation and upgrading is not clear, and no breakthrough can be found in the field of industrial textiles.

The real town of Yizheng is mainly made of recycled polyester staple and polyester staple geotextiles. The market has shrunk to varying degrees in recent two years.

The town government did not make full use of the advantages of Yizheng chemical fiber and its product advantages. It failed to make good use of the market advantage of Shanghai Volkswagen in Yizheng's annual production of 500 thousand automobile assembly plants, and the development of supporting enterprises for vehicle textile as the main body was seriously insufficient.

Lack of public service platform, lack of support policies for special industries

Clustered governments generally focus their efforts on attracting investment, and the construction of public service platform is serious. The two clusters do not set up corresponding service platforms such as testing and testing, public technology pformation, technical information exchange, personnel training and financial integration.

There are many problems in cluster, such as lack of technical services and professional skills, which is highly coincided with the lack of technological innovation talents and insufficient product development power in key enterprises.

There is a serious shortage of land resources in clusters, and the development of physical enterprises is greatly restricted.

Changxing County and Zhen Zhou towns are located in the economically developed areas of the East, and the land resources are very tight.

For example, the Yizheng municipal government is implementing the tax assessment standard for mu, and classifies all kinds of production enterprises in the city. The enterprises with lower Mu efficiency are faced with pformation or even elimination. However, it is generally difficult for the regenerated chemical fiber, weaving and nonwoven production enterprises to achieve higher standards in the real town. Not only the future development space is limited, but also the enterprises will face serious problems.

There are few leading enterprises in the cluster, the scale of enterprises is not large, and the market competitiveness is obviously insufficient.

In the two industrial clusters, only Changxing County's golden three hair enterprises are large, and the rest of the enterprises are generally small, and it is difficult to play a leading role.

Moreover, there are many similar enterprises in the cluster, and the homogenization of products is serious, and the market competitiveness is poor. Especially in the market downturn, it is easy to cause vicious competition.

The fluctuation of raw material prices seriously affects the production and efficiency of enterprises.

Since 2018, the price of domestic chemical fiber has been greatly fluctuated due to the huge fluctuation of oil prices, which has seriously affected the normal production and operation of enterprises. The orders signed by enterprises in the second half of 2017 and the first half of 2018 have suffered serious losses.

Due to the policy restrictions on the import of waste bottles, the price of domestic recycled bottles rose sharply in 2018, which has already exceeded the original slicing.

At present, many domestic regenerated polyester staple enterprises pfer part of their capacity to Southeast Asia and Vietnam.

Moreover, domestic environmental protection requirements are strict, and local governments have a "one size fits all" situation when implementing environmental policies.

Market competition is obviously aggravating, and the direction of enterprise development is unclear.

For example, two key Spunlaced production enterprises in Changxing County have plans to continue to invest substantially and rapidly increase production scale, but there are still some puzzles about what products to invest specifically. Several key filament weaving enterprises have the desire to expand the application of filament fabrics in the field of industry, but there is no starting point.

Again, as the market competition of papermaking network is malignant, credit sales are widespread. Even sales rebate and rebate are also serious, which seriously jeopardize the production and operation of standardized production enterprises.

Serious shortage of talent

Clusters are located in three or four line cities or towns, which are not attractive to high-end managerial talents and technical personnel. The practical talents in the enterprises are very scarce, and the strength of technological innovation talents and product development is seriously insufficient.

Moreover, enterprises generally have problems such as difficulty in recruiting workers and high labor cost.

Under the influence of US trade policy toward China, the sales and profits of enterprises are dropping more obviously, and the pressure of survival is greater.

For example, in 2018, the output of Wuhu Huaye industrial conveyor belt decreased significantly, mainly due to the Sino US trade policy, and the volume of exports dropped by 40% over 2017.

Four, industrial development proposals and Countermeasures

Actively promote the construction of public service platform and support the development of high quality industries.

It is suggested that the governments of various industrial clusters and bases should attach importance to industrial development, and rely on resources such as industry associations and universities to organize and formulate special industrial development plans for related industrial textiles, seek strategic cooperation, and promote industrial pformation and upgrading and high quality development.

(2) strengthen the construction of public service platform.

We should focus on establishing market information service platform and early warning mechanism, scientific and technological information service and pformation platform for scientific and technological achievements, training and communication platform for technical personnel, enterprise financing and small guarantee platform.

Improve industrial special policies and guide industry pformation and upgrading

(1) we should focus on supporting enterprises to carry out technological innovation and product development, and support enterprises to upgrade their equipment level through technological upgrading so as to improve production automation and intelligence.

Integrating technology resources in the industry to promote technological innovation of enterprises
