Promulgated by the general office of the Ministry of labor and social security [2002/08/12] [date of implementation] [date of implementation] [date of failure] [content classification] [1998], Department of labor and social security of all provinces, autonomous regions and municipalities directly under the central government, "the decision of the State Council on establishing a basic medical insurance system for urban workers" (National Development [No. 44]) has since been issued, and labor security departments and social insurance agencies in various regions (hereinafter referred to as agencies) have achieved certain results in the management of urban employees' basic medical insurance personal accounts (hereinafter referred to as personal accounts). However, there are still quite a few areas in which the management of personal accounts has not been paid enough attention to, and management is not standardized.
In order to strengthen the management of personal accounts, safeguard the rights and interests of the basic medical insurance of the broad masses of insured personnel, and ensure the steady operation of the basic medical insurance system, we are hereby notified of the following issues: first, we should unify our thinking and improve our understanding of the importance of strengthening the management of personal accounts. It is an important principle for the party in the third Plenary Session of the 14th CPC Central Committee to set up a basic medical insurance system for urban workers combined with the personal accounts.
Personal account is an important part of the basic medical insurance system for urban workers, and personal account fund is an important part of the basic medical insurance fund.
The core of establishing a personal account is to solve the expenses of out-patient or small medical care for the insured workers, while at the same time accumulate some funds for the workers when they are old and weak.
Personal account management is not in place, which will not only affect the current medical insurance for the insured workers, but also pose a threat to the future medical security of employees.
The labor and social security administrative departments and agencies must recognize fully the importance of strengthening personal account management, safeguard the rights and interests of basic medical insurance for insured workers, ensure the sound operation of new systems, change their concepts, resolutely overcome the vague understanding of "personal accounts are completely owned by individuals, and let go of them", and take effective measures to effectively integrate personal accounts into the supervision and management scope of labor security administrative departments and agencies at all levels.
Two, unifying the basic contents of individual accounts, standardizing the management form, implementing the co-ordination fund and individual accounts in the co-ordination area, the agencies should set up personal accounts for the insured personnel according to the regulations, and timely record relevant information about the income of the insured personal accounts, medical expenses and account balance.
All localities should make efforts to manage personal accounts through computers and information networks, and standardize and improve the index system of personal accounts according to the requirements of the social insurance management information system index system, the business part (Lab 10 - 2000) (No. 2000, 19), and make timely updates and maintenance.
We should clarify the responsibility and authority of the client and make positive efforts to create the conditions for the realization of the unified management of the personal accounts as soon as possible.
Three, strengthen personal account fund management, strictly control expenditure and use direction.
