Labor and social security departments around the country should actively promote the establishment of the wage guidance price system in the labor market according to the requirements of the "three pformations" in the labor market and the reform of the wage system.
The general arrangement is that in 1999, 35 large and medium-sized cities in the whole country (excluding Lhasa) were carried out, and the provinces and autonomous regions could choose 1 to 2 qualified central cities to participate. In 2000, they extended to 100 labor market "three" construction pilot cities, and in 2001, they were fully established in all the prefecture level and above central cities in the country.
Three, work rules and regulations.
The labor and social security departments of all provinces, autonomous regions and municipalities directly under the central government shall, according to the overall arrangement of our ministry, work out the work plan for establishing the wage guidance price system in the labor market in this region, determine the implementation procedures and plans for the construction of the wage guidance price system in this region, clarify the responsibilities and requirements for work, and make the construction of wage guidance price system in the labor market standardized and orderly.

(two) according to the Ministry's regulations, the basic data should be investigated.
Data collection is an important basic work of system construction.
In order to guarantee the standardization and unification of the statistical investigation, all localities should conduct a statistical investigation in strict accordance with the requirements of the labor market wage guidance survey and formulation method (hereinafter referred to as the "wage price survey method") and the requirements of the "survey on the wages of the employed employees" (Ministry of labor and social affairs letter 1999 [178]) formulated by our ministry and the National Bureau of statistics. Occupation (work type) should be determined according to the country's occupational classification code and the classification and code of labor market occupation, so that the collected data is accurate, authentic and comparable.
(three) unified wage guidance price formulation and release work.
The wage guidance price in labor market should be based on scientific data collation and analysis. The number of high positions, median and low positions must be determined according to the "wage price survey method", so as to ensure that wage guidance prices are comparable in different areas.
The wage guidance price should be released before the end of June of each year and released once a year.
The publication adopts documents, data and other forms.
Wage guidance prices should be announced in the public employment agencies. Conditional cities should enter computers and publish them through the labor market information network for enterprises, laborers and other needs.
(four) establish information feedback channels.
After the release of the wage guidance price, we should use various channels to collect the reflection of the market, enterprises and workers, so as to correctly evaluate the role, scientificity and representativeness of the wage guidance price, and constantly modify and improve the survey and analysis methods of the wage guidance price.
Four, organization, implementation and work requirements, the Ministry of labor and social security unified leadership of wage guidance price system construction; provinces, autonomous regions and municipalities directly under the central government labor (labor security) Office (bureau) is responsible for the construction of the system in the region, organize and guide the work of the central city; the central city is responsible for the specific implementation.
The requirements of the work are: (1) to set up the wage guidance price system in the labor market as the important content of the reform of the wage distribution system.
According to the progress of the reform of the wage system, all regions should closely combine wage guidance price with wage guidance line and internal distribution reform of enterprises, and constantly improve the wage macro control system so that wage guidance prices can truly serve enterprises.
Two, we should take the construction of the wage guidance price system in labor market as the combination point of the reform of the wage system and the construction of the labor market. As an important part of the "three oriented" construction of the labor market, we should make overall arrangements so as to form an organic whole for the employment of workers, the employment of enterprises and the distribution of wages.
Three, we should make full use of the media and other means to vigorously publicize the price of wage guidance so that enterprises, employees, job seekers, employment agencies and so on will be widely understood. We should give full play to the guiding role of wage guidance price to wage distribution and employment of enterprises.
In the 10 days after the release of the wage guidance price, each central city will distribute the wage guidance price in 5 copies to the Ministry of labor and wages for 10 days.
35 large and medium-sized cities will also publish the wage guidance price and wage price survey basic data and information through the information network to our department.
