According to the financial regulations of the social insurance fund (No. 1999] 60 and the social insurance fund accounting system (Accounting No. 1999) 20, the agencies should strictly manage and calculate the personal accounts fund.

Personal account funds must be managed in financial accounts, and the budgets of funds and final accounts should be compiled according to regulations.

It is necessary to strengthen the expenditure management and supervision of individual account funds.

The personal account fund can only be used to pay medical expenses in the designated medical institutions or designated retail drugstores, which meet the requirements of the basic medical insurance drugs list, the scope of diagnosis and treatment, and the standards of medical service facilities.

In principle, personal accounts should be accounted for in the form of money accounts. The current medical consumption expenditure of individuals can be taken as a form of accounting. Finally, the agencies will make a unified settlement with the designated medical institutions and designated drugstores on a regular basis.

In principle, personal accounts must not be withdrawn from cash, or other consumption expenses other than medical insurance.

Local agencies should strengthen the examination and supervision of personal account expenditures, and do not incorporate into the payment scope of individual account funds for projects that do not meet the requirements.

The labor and social security department should strengthen supervision and management of designated medical institutions and designated retail pharmacies, and regulate the service behaviors of designated medical institutions and designated retail pharmacies.

Designated medical institutions and designated retail drugstores that provide products or services other than medical insurance for violation of regulations shall be dealt with in accordance with relevant provisions and fixed-point agreements.

Four, strengthen basic management to facilitate the participation of employees in the medical treatment and purchase of drugs. The local agencies should improve their working style, strengthen their sense of service, and promptly settle expenses with designated medical institutions and designated retail pharmacies.

It is necessary to conduct regular personal accounts reconciliation with employees and improve personal account enquiry service.

We should carry out policy propaganda in depth, so that the majority of insured personnel can fully understand the role of establishing personal accounts and strengthen the necessity of management, and support and cooperate with the agencies in doing relevant work.

It is necessary to strengthen the statistical analysis of the information on personal account fund's income, expenditure, balance and expense distribution, so as to timely and accurately grasp the dynamic changes of the main indicators of individual accounts, and submit relevant information to the higher authorities according to regulations.

The labor and social security departments and agencies of all provinces, autonomous regions and municipalities directly under the central government shall conduct a comprehensive inspection of the personal account management in this area as soon as possible, and shall make rectification within a specified period of time.
