    The health bureaus of all provinces, autonomous regions and municipalities directly under the central government, the Health Bureau of the Xinjiang production and Construction Corps, the China Center for Disease Control and prevention, and the health supervision center of the Ministry of health:


    Strengthening occupational disease prevention and protecting workers' health is an inevitable requirement for implementing Scientific Outlook on Development and building a harmonious society. It is also an important guarantee for promoting sustainable economic and social development.

    In recent years, local health departments have conscientiously implemented the occupational disease prevention act, and have done a lot of work according to their division of responsibilities.

    However, the situation of occupational disease prevention and control in China is still grim, and some serious occupational hazards have not been effectively controlled. In some places, we have not paid enough attention to occupational disease prevention and control, and the implementation of work safeguard measures is not in place.


    In order to build a long-term mechanism for occupational health supervision and earnestly safeguard the health rights and interests of workers, we hereby notify the following work of further strengthening occupational disease prevention and control.



    First, raise awareness and conscientiously strengthen leadership over occupational disease prevention and control.



    The CPC Central Committee and the State Council attach great importance to the prevention and control of occupational diseases. Many times they stressed the need to take radical measures, intensify law enforcement, strictly enforce labor protection measures, and effectively strengthen occupational disease prevention and control.

    The health administrative departments at all levels should fully understand the importance and urgency of doing well in occupational disease prevention and control work, and take occupational disease prevention and control work as a livelihood project in an important agenda.

    We should promptly report to the local government on the prevention and control of occupational diseases, accelerate the formulation of plans for occupational disease prevention and control in this area, strengthen communication and coordination with relevant departments, and actively strive for support.

    We should establish and improve the working mechanism, fully implement the responsibility system and accountability system for occupational disease prevention, and take effective measures to grasp the law and prevent and cure the occupational disease prevention and control measures so as to effectively protect workers' health rights and interests.



    Two, prevention as the main task, and strengthen the early prevention of occupational hazards in construction projects.



    In the process of speeding up the construction of resource-saving and environment-friendly society and achieving sound and fast economic development, we must take the prevention of occupational hazards in construction projects as a priority work and strictly control the source of occupational hazards.

    We should strengthen the management of new construction, reconstruction and expansion of construction projects and technological pformation and technology import projects, especially in the process of western development, and strictly control the projects which are backward in technology and seriously harm workers' health, so as to prevent the pfer of occupational hazards.

    For construction projects that may cause occupational hazards, occupational hazards must be pre evaluated and hygienic audited. The design of protective facilities for construction projects with serious occupational hazards should be carried out by the health administrative department for health examination, and meet the requirements of the national occupational health standards and health requirements. Construction projects that have not passed the evaluation of occupational hazards control and health inspection and acceptance can not be formally put into production and use. The control of occupational hazards has been evaluated again, and the unqualified ones must be rectified within a certain time limit, serious damage or rectification is still unqualified.



    Three, strengthen the construction of occupational health service institutions, improve the service ability and level.



    We should speed up the construction of the network of occupational health and technical services, and provide convenient and efficient occupational health technical services for employers and workers.

    To ensure that occupational health examination is covered by each county (District), and gradually achieve the occupational health inspection under the township, into the community, there are no occupational health inspection institutions in the counties (districts), we need to clear 1 high level medical and health institutions as soon as possible to undertake occupational health inspection.

    It is necessary to strengthen the construction and standardized management of occupational disease diagnosis institutions, so that occupational disease diagnosis agencies can be covered to every city as soon as possible, and continuously improve the diagnostic level of occupational diseases.

    We should further improve the construction of occupational health expert database, and strengthen technical support and guidance.


    All localities should strengthen the construction and supervision of occupational health service institutions in accordance with the principle of territorial management.

    It is necessary to establish the evaluation and reward and punishment system of the occupational health service institutions, standardize the service behavior, constantly improve the practice consciousness and technical level of the law, strengthen the supervision and inspection of the occupational health service institutions, and seriously investigate and punish the acts violating the laws and regulations, and inform the society in a timely manner.



    Four, lay stress on key points and intensify occupational health supervision and law enforcement.



    We should further adjust and enrich the occupational health and radiation hygiene supervision and management strength, and strengthen the construction of occupational health and radiation hygiene supervision teams.

    Health supervision institutions above the municipal level should set up specialized departments for occupational health and radiation hygiene supervision, and county level health supervision organs should have appropriate proportion of supervisors to be responsible for occupational health and radiation hygiene supervision.

    At the same time, we must constantly improve working conditions, provide necessary on-site rapid testing equipment, law enforcement evidence collection tools, communication and pportation tools, ensure their work expenses, and strengthen professional knowledge and skills training.

    We should constantly improve the health supervision and management mode, consolidate the work basis, implement the regulatory responsibilities, and constantly improve the occupational health and radiation hygiene supervision ability and level.


    According to the national key supervision and inspection plan for occupational health in 2008, all localities should strengthen supervision and inspection of enterprises with dust, organic solvents and radioactive occupational hazards in conjunction with local key occupational hazards, key industries and key groups, and continuously improve occupational health surveillance and occupational health examination coverage rate of construction projects.

    We should seriously investigate and punish illegal activities that endanger workers' health, and do a good job in complaints, reports and admissibility of occupational hazards cases. We should pay high attention to the clues of major cases, seriously investigate and deal with them, and inform them in a timely manner.



    Five, strengthen publicity and create a healthy atmosphere for the whole society to care for workers.



    All localities should give full play to the role of trade union organizations, trade associations, news media and social organizations, vigorously publicize the law on prevention and control of occupational diseases, popularize occupational disease prevention and control laws and regulations and occupational health knowledge, constantly strengthen the sense of responsibility for prevention and control of occupational diseases in employing units, supervise and urge employers to fulfill their social responsibilities on a single basis, enhance workers' awareness of protecting health rights and interests and self-protection awareness, and form a good atmosphere for the whole society to care for and protect workers' health.
